OBJECTIVES:

This position works under the direction of the Deputy Public Works Director/City Engineer Provides responsible technical engineering and administrative services in the planning, directing, supervising, reviewing and scheduling all surveying, engineering and construction work for the City. This position supervises designated subordinates engaged in technical work such as field surveys, preparation of design drawings and maps, project review, and inspection of construction projects.

ESSENTIAL FUNCTIONS:

  • With limited direction, supervises employees, directs, and reviews their work; including field surveys; prepares and assists in the preparation of engineering plans, and contract bid documents, prepares design drawings and maps utilizing AutoCAD equipment; produces designs and computations and budget estimates for department projects.
  • Administers multiple concurrent City contracts with consultants and construction contractors, coordinates engineering work with other City departments.
  • Directs the preparation of quantities, cost and time estimates of construction projects; prepares specifications and contract documents; supervises and directs survey crews; reviews surveys and designs of proposed projects submitted by private developers, as required.
  • Assists with administration of the Capital Improvement Program and associated projects; provides estimates and forecasts of costs for short and long-range improvement projects; provides assistance in the development of long-range plans for City infrastructure, researches and prepares projections related to expenditures, revenues and needs.
  • Assists in the inspection of construction work by city staff as required for conformance to approved grades, layout, standards, and specifications; prepares technical reports on progress and completion of engineering projects; confers with builders, contractors, utility companies, City departments, CTDOT, State and Federal Officials and other persons engaged in activities affecting City's engineering projects.
  • Records and identifies City owned utilities; evaluates, recommends, and directs street and road improvements; instructs department staff in engineering, surveying and drafting practices and techniques; coordinates staff schedule on Call Before You Dig (CBYD) mark outs.
  • Responds to Call Before You Dig Emergency tickets outside of normal business hours and assesses the need to dispatch employees to perform CBYD mark outs in the field.
  • Establishes and identifies City Right of Ways, properties, easements, and boundaries.
  • Assists public with questions or problems.
  • Compiles periodic reports; maintains record drawings, maps, specifications, contracts, and related records; oversees updating City as-built records of utilities and road improvements including operating computer management programs
  • Represents the City Engineer in his/her absence or as required.
  • Oversees computer management program for street opening permit records, coordinates street opening inspection follow up and approves completed permitted work.
  • Provides assistance in emergency situations outside of normal business hours when called upon.
  • Performs other related duties as assigned.
  • Opening contract bids, participating in committee and City council meetings, filing plans, office administrative duties as needed during office staff absenteeism.

REQUIRED KNOWLEDGE, SKILLS AND ABILITIES:

  • Thorough knowledge of the operation and care of all types of engineering and surveying instruments. Ability to produce survey map and boundary plans from field data.
  • Thorough knowledge of current methods, techniques, and procedures utilized in the design and construction of roadways and sanitary sewer systems, drainage calculations, and site developments.
  • Knowledge of State of Connecticut Department of Transportation construction contract administration; including bid documents, specifications (Form 818), standard details/drawings, inspection procedures, record keeping documentation and project close out is an asset.
  • Knowledge of the City of Torrington engineering standards, details, specifications, rules and regulations is an asset.
  • Considerable knowledge of principles and practices of surveying and civil engineering.
  • Proficient skill in the use of AutoCAD 2021; spreadsheet and word processing software and surveying instruments.
  • Working knowledge of AutoCAD Civil 3D is an asset.
  • Knowledge of municipal engineering problems and practical solutions.
  • Ability to apply approved engineering methods, procedures, and standards to the design, review, and construction of Public Works type projects.
  • Ability to plan, assign, and supervise work of technical personnel of lower grade.
  • Ability to present ideas, whether orally and/or in writing, in a clear and concise manner.
  • Ability to establish and maintain effective working relationships with other employees and the public.

REQUIRED EQUIPMENT OPERATION

  • Drive motor vehicles, operate surveying equipment, personal computers, cellular smart phones, tablets, AutoCAD equipment and standard office equipment.

REQUIRED PHYSICAL EFFORT

  • Ability to walk 1-2 miles over variable terrain under construction; carry supplies and equipment which may exceed 50 pounds; work outdoors in inclement weather.

REQUIRED QUALIFICATIONS (Minimum)

  • Graduation from college with a B.S degree in Civil Engineering plus 4-5 years of related experience and 1-2 years of supervisory experience, or an Associate’s degree in civil engineering technology plus 6-7 years of progressively responsible municipal field engineering experience and 1-2 years of supervisory experience, or equivalent.
  • A valid driver’s license is required.

SPECIAL REQUIREMENTS

  • The holder of this position cannot be engaged in, or be associated with directly or indirectly, private construction activities, engineering services, real estate sales or related work within the City of Torrington.
