POSITION DESCRIPTION
Class Title: GENERAL LABORER
Department: Streets
Division: Streets Status: Classified
GENERAL PURPOSE:
This position works on the repairing of pot holes in City streets and abatement of weeds and debris on City right of way and other city property.
SUPERVISION RECEIVED:
This employee works under the close guidance and direction of the assigned supervisor and/or Street Superintendent.
ESSENTIAL DUTIES AND RESPONSIBILITIES:
- Digs and fills holes with pick and shovel and patches cuts and holes in streets and alleys;
after initial training, may be required to work alone filling pot holes or sealing cracks.
- Work with asphalt rake, sledge hammer and jackhammers.
- Performs manual tasks involved in the maintenance of streets, walkways and alleys, etc.
- Repairs and cleans storm drains.
- Performs maintenance and cleaning work and minor repairs around building and facilities.
- Put up various street/warning signs and repair of signs.
- Chop and clear weeds from city property. Work with shovel and weed eater and other related equipment.
- Perform other related duties as assigned.

MINIMUM QUALIFICATIONS:
Education and Experience:
- Six (6) months experience in manual labor, construction or maintenance of outside areas and grounds.
Knowledge, Skills and Abilities:
- Ability to read, write and understand written and oral instructions in English.
- Ability to work with equipment, tools and the materials specified in this classification.
- Ability to use the equipment and tools involved in the maintenance, repair and cleaning of the City streets, alleys, and public rights-of-way.
- Must have knowledge of all traffic laws.
- Must be familiar with and able to follow all safety procedures required in conducting the duties above described, including with wearing of required protective gear while on duty.
- Must have knowledge and ability to perform preventive maintenance and minor repairs on listed equipment.
- Ability to load and unload cargo, and flag traffic.
- Ability to perform heavy manual tasks.
- Ability to effectively and courteously meet and deal with the public.
Requirements/Certifications/Licenses:
- Valid New Mexico driver’s license.
- Must successfully complete the pre-employment drug testing.
- Must be willing to attend periodic training on new methods in street repair and new materials on the market for said repairs.
EQUIPMENT, TOOLS & MATERIALS:
- Utilizes the equipment described in Essential Duties section, including a pickup.
- Utilizes the following hand operated tools: pick, shovel, asphalt rake, sledgehammer, pitchfork, digging bars, grease gun, and hand tools such as hammer, screwdriver, wrenches, and jackhammer, compressor, roller, hot kettle, port-a-patcher, small oiler, leg temper, vibrating skid plat, broom, saws, pruners, weed eaters, and loaders.
- Petroleum products, tire chains, construction signs, chemicals, paint, water, weeds, salt, sand, cement, and canvas.
- Eye goggles, hardhat, steel toe boots, dust masks, ear plugs, gloves, rubber boots, reflecting vests, cones and flags are some of the items used as safety precautions.
WORK ENVIRONMENT:
- Work is performed mostly outdoors, and will be exposed to natural weather conditions and extremes in temperatures.
- Worker is exposed to intermittent noise and vibration factors.
- Worker is exposed to exhaust fumes, dust and mists.
- Work is conducted primarily during daylight hours, however, may be required to work after normal hours and on weekends, when necessary.
- Work is performed on even or uneven terrain, while operating equipment and performing general labor work. Surfaces may be wet or dry, muddy, paved or dirt roads. Grease or oil may be found on working surfaces. Work may be performed on inclines.
- Work hazards include gas/electrical lines, vehicle traffic, and exposure of skin to gasses, and fumes, and due to materials and/or products handles in the line of duty requirements.
PHYSICAL FUNCTIONS:
Mental Functions:
- Must be able to ask questions of supervisor and /or superintendent, listen to and follow verbal directions in English.
- Must be knowledgeable of all traffic laws and regulations.
- Must be able to communicate verbally with co-workers.
- Must be able to read accurately all gauges on equipment and make correct judgments in the operation of equipment.
- Must be able to accurately estimate distances in order to maintain safety while operating equipment.
Physical Functions:
- Must be able to lift up to 100 pounds occasionally (i.e. up to one-third of work day), from ground to waist level. Ability to lift up to 50 pounds frequently to constantly (i.e. from one-third up to entire work day), from ground to shoulder level.
- Ability to sit up to four hours at one time, and up to seven and one-half hours total per day.
- Ability to stand and/or walk up to four hours at one time, and up to eight hours total per day.
- Ability to climb in and out of equipment cabs or platforms at least six times daily at an estimated height of six to seven feet.
- Ability to crouch, kneel and remain in a prone position for up to 30 minutes at one time.
- Ability to bend at waist and twist/rotate waist if necessary for up to one-third of work day.
- Ability to work with arms extended and bent for up to four hours at one time, and seven and one-half hours total per day.
- Ability to push/pull with arms with a force of up to 50 pounds while performing labor work.
- Ability to use hands and wrists to screw/unscrew oil caps and filters as part of a maintenance routine.
- Ability to maintain balance while climbing in and out of equipment cabs.
- Ability to push with legs up to 40 pounds of force to operate foot controls for up to four hours at one time, and seven and one-half hours total per day. Ability to twist/rotate legs in operating foot controls.
- Ability to use hands and fingers to grasp/manipulate levers and steering wheel in a bilaterally coordinated manner.
- Ability to coordinate use of hands and eyes in operation of the equipment.
