ABOUT THIS JOB
Position Specific Summary
The Zoning Examiner position in the City of Tucson’s City Manager’s Office exercises oversight and broad discretionary judgement over zoning operations and functions, which includes conducting public hearings on rezoning requests on behalf of the Mayor and Council and considering other land use applications as provided in the Unified Development Code (UDC).
Work is performed under the supervision of the City Manager. This position does not supervise.
Duties and Responsibilities
- Conducts public hearings on applications to rezone property or certain special exception land uses and makes decisions or provides recommendations to the Mayor and Council in accordance with applicable sections of the Zoning Examiner’s Rules and Procedures.
- Hears and decides requests to exceed the amount of expansion allowed for structures and land area devoted to a nonconforming use in accordance with applicable sections of the Zoning Examiner’s Rules and Procedures.
- Hears and decides requests to substitute a land use for an existing nonconforming land use, when the proposed substitution is from a land use class that is different from the one to which the existing nonconforming use belongs in accordance with applicable procedures.
- Reviews, approves, and denies applications for land development and zoning changes. Prepares zoning determination and amendments for approval by Mayor and Council.
- Advises and provides recommendations to the city manager regarding operations, programs, projects, and services in area of expertise.
- Collaborates and facilitates communication with a variety of internal and external stakeholders via telephone, in person, or electronically. Prepares detailed reports, correspondence, and public hearing findings to explain complex issues and decisions. Acts as a liaison in cooperative governmental consortiums.
- Reviews, modifies, and adopts relevant work plans and programs of City departments in area of expertise.
- Performs all other duties and tasks as assigned.

MINIMUM QUALIFICATIONS
Education: Bachelor's DegreeExperience: Five (5) years of directly related experience
Preferred Qualifications:
Masters in urban planning or related field, or Juris Doctor
American Institute of Certified Planners (AICP) Certification
Eight to ten years of professional experience in land use planning, law and/or policy
