The City of Tukwila is seeking a Term-limited Senior Human Resources Analyst with experience in Labor and Compliance to join our Human Resources team. The Tukwila Human Resources team of four serves over 300 employees, and works closely with 3 unions and 8 bargaining units.  The Senior Human Resources Analyst will lead efforts with hands-on coaching and training in labor, compliance, policies, and employee relations. This unique opportunity is salaried (exempt) with a competitive benefits package.  

The role is term-limited through December 31, 2026.  The incumbent must be available to work for the entire duration of the term-limited assignment through December 31, 2026.

Qualified candidates will have extensive experience in supporting labor, employee relations, compliance training, and collective bargaining negotiations. We are looking for a highly engaged, hands-on human resources professional who embodies the City of Tukwila values to include Caring, Professional and Responsive.

The City of Tukwila is 9.6 square miles of opportunity and a dynamic place to work. The population is over 22,000 at night and up to 150,000 during the day. Tukwila shares borders with the Cities of Seattle, Renton, SeaTac, Burien, and Kent. Its central location lies in the heart of the Puget Sound region, sitting 12 miles south of downtown Seattle, 17 miles north of downtown Tacoma, and just east of SeaTac Airport. It is easily accessed by I-5 and I-405 or via either of Tukwila’s two train stations, the Sounder Station or the Sound Transit Light Rail Station.

Salary range: $9,000 - 12,000 monthly

The position will remain open until filled with first review of applications on March 17, 2025.

Essential duties

  • Serve as lead in employee and labor relations matters, escalate to Chief People Officer as needed.  Manage inquiries in Ethics Point within required timelines.
  • Consult, train, and coach supervisors and staff on collective bargaining agreements, policy adherence, compliance, performance management, succession planning and workforce development
  • Lead and coordinate investigations in partnership with Legal.
  • Manage, track and coordinate responses to grievances and discipline within CBA timelines as needed
  • Coordinate and facilitate employee committees, including the Healthcare Committee, Labor Relations Committee, etc.
  • Lead onsite office hours at various Tukwila locations to provide ongoing, real-time HR support to the City.
  • Coordinate, facilitate, and track compliance training for staff.
  • Conduct research work and analyses of compensation, job classifications, and reclassification requests within CBA timelines.  Perform job audits, make recommendations, and develop new or revised job classifications with input from employees and supervisors.
  • Participate in collective bargaining negotiations and strategy meetings as needed.
  • Serve as secondary support to Chief Examiner role for civil service as needed.
  • Lead special projects and project teams as needed.
  • May perform other similarly related duties as assigned.

Knowledge, Skills and Abilities

  • City organization, operations, policies and procedures;
  • Wage and salary administration;
  • Research methods, report writing, group and meeting facilitation techniques; and the organization and presentation of oral reports;
  • Local, state and federal laws; policies and regulations pertaining to Human Resource Management and compliance requirements;
  • Labor relations, collective bargaining and negotiations;
  • Job classification, reclassification and compensation processes and procedures

Skills (position requirements at entry)

  • Proficiency in Microsoft Office products;
  • Strong growth mindset with a servant leadership approach to problem solving;
  • Making and implementing sound decisions and exercising judgment in solving complex problems;
  • Experienced in developing and implementing programs, policies, and/or procedures to achieve specific goals and objectives;
  • Working effectively on several projects concurrently;
  • Willingness to partner with team members to collaborate on all Human Resources operations;
  • Establishing and maintaining trusted working relationships with City officials, Directors, Managers/Supervisors and staff at all levels;
  • Conducting research, analyzing results and writing reports;
  • Preparing, maintaining and reviewing human resource records, reports and documentation consistent with local, state and federal laws;
  • Strong facilitation skills; ability to communicate effectively across a broad audience, both orally and in writing.

Abilities (position requirements at entry)

  • Ability to work occasional evenings and weekends for council meetings, events, etc.;
  • Ability to be agile and organized when priorities shift;
  • Ability to maintain a consistent work schedule;
  • Ability to work on site and travel to various Tukwila locations (no telework); 
  • Ability to thrive in an ambiguous environment with competing priorities; Be curious, inquisitive and resourceful;
  • Must be available to work for the entire duration of the term-limited assignment through December 31, 2026.

Education, Experience, and other requirements:

Required:Bachelor’s degree in Human Resources, Business, Labor Law, Public Policy or a related field, and four (4) years of related work experience or an equivalent combination of education and experience to provide sufficient evidence of the successful performance of the essential elements of the job such as those listed above. 

  • Valid Driver's License.     
  • Must be fingerprinted and pass a background check prior to hire.     

Preferred qualifications: 

  • Previous experience as a Human Resources Manager, Lead, Generalist, and/or Specialist with an emphasis on employee and labor relations, investigations, collective bargaining, policy and compliance, job classification and compensation;
  • Prior experience working within local government.
  • Affiliation/Membership/Certification(s) with WA or National PELRA, SHRM, PSHRA
  • 3 years of labor and employee relations, collective bargaining, and negotiations experience.  Experience working with Teamsters and United Steel Workers union is a plus.
  • Experience leading and managing investigations.
  • Previous experience coordinating and facilitating compliance training
  • Experience with Navex Ethics Point hotline or similar system.
  • Bilingual or multilingual fluency in Somali, Spanish and/or Vietnamese.
  • Familiarity with Tukwila community and residents.
  • Familiarity with police recruitment, the civil service process and Roberts Rules. 
  • Familiarity with Govlnvest labor costing software or similar system. 
  • Familiarity with NeoGov or similar system.
  • Lean Six Sigma experience and/or certifications.
