SUMMARY
The Animal Control Officer is under the supervision of the Animal Control Manager and is responsible for enforcing animal control ordinances, capturing and securing stray animals, representing the City in court on animal cases and assisting with adoption efforts. This position is also responsible for handling citizen complaints regarding animal violations, issuing warnings or citations, supplying food, water, and medications to animals, sanitizing the shelter and picking up dead or disabled animals.
EXAMPLES OF RESPONSIBILITY
· Provides information to developers and their engineers and planners regarding zoning and compliance.
· Investigate reports of animal attacks or animal cruelty, interviewing witnesses, collecting evidence and writing reports.
· Capture and remove stray, uncontrolled, or abused animals from undesirable conditions, using nets, nooses or other device deemed necessary.
· Issue warnings or citations / warrants in connection with animal owners who are in violation of the animal ordinances.
· Supply animals with food, water and maintain shelter and animal control truck in sanitary condition.
· Maintain adoption programs through available medium and implement programs in the community including participation in adoption events as scheduled.
· Operate animal control vehicle and remove captured animals in shelter cages or other enclosures.
· Prepare cases on animal control issues and represent the City of Tullahoma in court.
· Secure proper quarantine regarding a suspected animal and complete all necessary documentation.
· Write reports of activities and document each incident concerning action taken regarding animals.
· Pick up dead or disabled animals and transport to veterinarian or landfill as appropriate.
· Communicate with supervisor and manager on animals that meet the established criteria for euthanization.
· Answer inquiries from the public concerning animal control operations and communicate with pet owners regarding any pets held at the shelter.
· Perform related work as required.
REQUIRED KNOWLEDGE, SKILLS AND ABILITIES
· Knowledge of City and department rules, regulations and procedures including a working knowledge of animal control related City ordinances.
· Knowledge of animal habits and behavior and the ability to properly capture and shelter animals.
· Knowledge of occupational hazards and safety precautions.
· Ability to recognize and properly handle diseased animals and to assess criteria to euthanize animals based on health and other established criteria.
· Ability to communicate clearly and effectively, both orally and in writing and demonstrate the ability to deal courteously and diplomatically with the public and participants.
· Ability to work independently and make decisions after evaluating a situation and determining an appropriate solution or action.
· Ability to report for work promptly and properly prepared at the time and place required
· Ability to demonstrate an understanding, consideration, in respect of cultural, religious, and gender differences when interacting with the public and colleagues.
· Ability to establish and maintain an effective working relationship with associates, representatives of other agencies and the general public.
· Knowledge and ability to work with computers and software programs relevant to the position.
· Valid Tennessee Driver’s License.
EDUCATION, TRAINING AND EXPERIENCE QUALIFICATIONS
· High School diploma or GED required. College desirable.
· Certifications in Animal Control preferred.
· Experience in animal control techniques and customer service required.
· Veterinarian training or experience preferred.
· Any combination of experience and training that provides the required knowledge, skills and abilities.
ADA REQUIREMENTS
Physical Requirements - Physical demand requirements are at levels for those of active work. Regular performance of heavier tasks such as walking over rough or uneven surfaces; bending, kneeling, stooping, reaching above shoulder level and working in confined spaces; lifting or carrying weights of twenty to fifty pounds and occasionally very heavy items up to one hundred pounds. May work in adverse environmental conditions.
Sensory Requirements - Tasks require visual perception and discrimination including color and depth. Tasks require perception and discrimination of odor and sound.
