SUMMARY
The Building Inspector works under the supervision of the Planning & Codes Director. Work performed includes enforcement of all relevant municipal codes, including those provisions contained enforcement of all relevant municipal codes, including those provisions contained in the adopted building codes and related codes.
EXAMPLES OF RESPONSIBILITY
· Review and approve construction and specification plans for compliance with Standard Building Code and related codes for the issuance of a Building Permit and other required permits including Zoning Ordinances.
· Conduct periodic and required inspections of buildings and structures for compliance with the Standard Building Code and related codes for all types of occupancy classifications including multi-story structures not required accessible to handicapped persons.
· Develop and implement building code administration programs to effectively enforce all relevant municipal codes in a consistent and impartial manner.
· Conduct periodic inspections throughout the community, investigate complaints of code violations and take appropriate action to abate violations, including prosecution in municipal court.
· Maintain effective record-keeping system using manual and computer-aided filing systems for building permits and inspections, building code violations and related corrective or legal actions taken, and other matters related to the duties of Building Inspector.
· Provide staff assistance to Board of Adjustments and Appeals, including attendance at special called meetings.
· Act as liaison between City and various building, construction, and development organizations, as well as attend professional code administration and building official organization meetings and training programs.
· Review of zoning regulations and floodplain compliance.
· Fill in as needed at the front desk.
· Perform related work as required.
REQUIRED KNOWLEDGE, SKILLS AND ABILITIES
· Knowledge of Standard Building Codes, zoning and subdivision regulations and principles and practices of building inspection.
· Ability to effectively interpret laws pertaining to code violations.
· Knowledge of construction and experience in the review of structural and non-structural construction documents for compliance with the standard building code.
· Demonstrated ability to gather facts from personal contact, observation, on-site inspections, and examination of public records.
· Ability to establish and maintain an effective working relationship with associates, elected officials, representatives of other agencies and the general public.
· Knowledge of City ordinances.
· Ability to record and deliver information, to explain procedures, to follow verbal and written instructions.
· Knowledge of City and department rules, regulations and procedures.
· Knowledge and ability to work with computers and software programs that are relevant to the position including Geographic Information System (GIS).
· Valid Tennessee Drivers License.
EDUCATION, TRAINING AND EXPERIENCE QUALIFICATIONS
· High School Diploma or GED required.
· College degree or college coursework in a related field desirable.
· Building Inspector Certificate from an accredited authority recognized by the State of Tennessee. Attain within one (1) year of effective date of employment.
· Any combination of experience and training that provides the required knowledge, skills and abilities.
ADA REQUIREMENTS
Physical Requirements - Physical demand requirements are at levels for those of active work. Regular performance of heavier tasks such as walking over rough or uneven surfaces; bending, kneeling, stooping, reaching above shoulder level and working in confined spaces; lifting or carrying weights of twenty to fifty pounds; may require the dexterity to operate machinery or equipment.
Sensory Requirements - Tasks require visual perception and discrimination including color and depth. Tasks require perception and discrimination of odor and sound.
