The Opportunity

The City of Tumwater is seeking a dedicated and talented individual who is interested in leading the design of capital improvement projects throughout the City of Tumwater. This advertisement will be seeking one candidate for the Project Manager - Engineer III position.

The Project Manager - Engineer III position, under the supervision of the City Engineer, manages the planning, development, funding, permitting, design (PS&E), right-of-way acquisition, and construction of assigned capital improvement projects. We are seeking applicants who show they have well-defined management and advanced engineering skills needed to lead and complete capital projects from conception and through design and construction. The intent of this position is to serve as a project manager for design and administration of assigned projects depending upon City needs and considering the strengths and interests of the selected candidate.

This position is part of the Transportation & Engineering Department and will work daily within this dedicated group of engineering professionals. Assigned projects are primarily transportation and utility centric (i.e. water, sewer, storm, dry utility coordination) with engineering assistance to other departments throughout the city as needed.

Projects assigned to the Project Manager - Engineer III position will be either designed in-house directly by our engineering staff, designed by selected consultants, or a combination of these delivery methods. This position will be directly involved with consultant selection to include items such as request for qualifications preparation, selection process and interviews, and scope of work and fee negotiations.

This is a Civil Engineering position therefore it is expected that applicants have experience in civil engineering design, permitting, and construction management. This position will require hands-on design of projects and could include duties ranging from drafting (AutoCAD Civil 3D), PS&E preparation, overall project management, and construction administration / inspection dependent upon the project delivery method applied.

Essential Job Duties

The Division

The Engineering Division designs and coordinates construction for public works, parks, and public facilities infrastructure projects throughout the City. Engineering staff design, manage, and inspect capital construction projects across the City, including transportation, utilities, and parks. This department also manages the review and inspection of private development and the Geographic Information System (GIS).

The professional engineering classification series is a general series used by multiple Sections of the Department. Essential job duties for a position may be limited to those applicable to the particular Section and job assignment.

The essential functions of this position include, but are not limited to :

Management, Design and Construction Engineering

  • Serves as project manager for design and construction of assigned engineering projects.
  • Responsible for the design and preparation of plans, specifications, and estimates for assigned projects including design, computations, plotting, drafting, quantity computations, design reports, and more; may supervise engineers and technicians in preparing project documents and completing design tasks. The City utilizes AutoCAD Civil 3D for all CAD drafting.
  • May assist in the construction phase of assigned projects to include construction administration, spot inspection, and management of construction documents.
  • Manages selection of design consultants to include developing requests for qualifications or proposals, conducting consultant interviews, and negotiating scope of work and fees, and preparing consultant agreements using standard formats.
  • Manages design consultants for assigned projects. This includes management of the consultants' work, document review (QA / QC), financial management of scope of work and fees, and project schedule.
  • Coordinates the preparation of contract estimates and final records.
  • May participate in managing consultants for appraisal, negotiation, and acquisition of land for right-of-way and construction easements.
  • May administer projects in accordance with the Local Agency Guidelines depending on assigned projects, City needs, strengths and interests, and project fund source.
  • Administers projects according to state and federal guidelines.
  • Administers financial reporting and payment requirements.
  • May assist occasionally with specialized development review activities.
  • May assist in the preparation of engineering documents associated with grant applications.

Where necessary, the performance of any individual activity or combination of activities performed at a lower classification level within the Engineering Division may be required.

Knowledge, Skills, and Abilities :

  • Knowledge of the modern methods and techniques used in the design, construction, and inspection of public works projects.
  • Knowledge of land and engineering survey systems, methods, and techniques.
  • Knowledge of state and federal regulations governing public works projects.
  • Knowledge of design and safety guidelines, regulations, and standards.
  • Ability to plan, implement, and evaluate a specialized area of public works engineering, such as transportation.
  • Basic knowledge of personnel management methods, principles, and applications.
  • Ability to manage professional, technical, and clerical personnel.
  • Ability to deal effectively with the public and government officials.
  • Ability to organize work priorities.
  • Ability to communicate effectively both orally and in writing.

  • Bachelor of Science Degree in Civil Engineering, Architecture or other closely related field.
  • Five years of experience in engineering or architecture or a closely related field.
  • Preferred Qualifications :

    Engineer-in-Training Certificate

    Professional Engineer licensure

    Training / Licenses / Certifications :

    Possession of a valid driver's license is required.

    Contacts :

    The Engineer III has a wide variety of contacts depending on specific assignments. Contacts with developers, consultants, contractors, City and County Departments, City advisory boards or committees, or state regulatory authorities are for the purpose of information sharing and work coordination. Contacts with other Engineering Division staff are for the purpose of coordinating efforts and the sharing of technical information. Contacts are occasionally adversarial in nature and the employee must resolve both technical and interpersonal issues while completing assignments. Skill in gaining the necessary compliance while maintaining a cooperative working environment is required. Field work may require the employee to respond to citizen questions.

    Supervision :

    Supervision is received from the City Engineer. Incumbents are expected to use independent judgment in the completion of assignments, with general supervision by review and evaluation by an engineer of higher classification. May supervise lower-level civil engineers and technicians, as necessary.

    Accountability :

    The Engineer III is accountable for completing all assigned tasks in an efficient, accurate, and timely manner.

    Working Conditions :

    Positions in this class require regular attendance and frequently work in the field in various weather conditions. Normal working conditions include repeated long periods of driving between work sites, mobility at work sites to include using ladders, working above ground, below ground and in enclosed spaces, occasional lifting of objects up to 20 lbs., being subject to frequent distractions, noises, odors and interruptions.

    Work is often performed in an office and field setting. Specific physical requirements and typical working conditions for this position are on file in the Administrative Services Department

    The following is an overview of the benefits available to the regular-status, non-represented employees of the City of Tumwater (benefits for part-time employees will be pro-rated) :

    Vacation : Regular full-time City employees earn 96 hours of paid annual leave during their first year of employment. This rate is increased to a maximum of 184 hours per year, depending upon length of service.

    Sick Leave : Sick leave is accrued by regular full-time City employees at the rate of 8 hours per month. Sick leave may be used only to ensure an employee's health, and for absences caused by death or illness of a member of the employee's immediate family.

    Holidays : Most City employees receive 12 paid holidays (at 8 hours each) annually, one of which is a floating holiday.

    Retirement : Eligible City employees are mandatory members of the State of Washington Public Employees Retirement System (PERSLEOFF). Both the City and the employee contribute to the system. The state retirement system provides retirement benefits and also benefits for people who are disabled. Employees leaving City service prior to retirement may withdraw their total contribution with interest.

    Deferred Compensation and Roth IRA programs offered through Mission Square : Employees may directly reduce their taxable income and defer this taxation until retirement or withdrawal of funds by participating in a deferred compensation plan. Deferred compensation allows an employee to defer up to $23,500 of their gross annual salary (more if over age 50). The employee chooses how to invest their deferred salary.

    Employees may put up to $7,000 (more if over age 50) in a Roth IRA (after-tax program).

    The City also offers a 401(a) plan and will match employee contributions up to 5%.

    Insurance Plans : Each full-time City employee will receive a contribution of $2,227.00 per month toward the purchase of medical, vision and dental insurance. (Amount is pro-rated for part-time employees.) This monthly amount pays approximately 85% of the costs of a family of four. Full family medical, dental and vision coverage requires an employee contribution toward the cost of premiums. Employee's whose insurance needs are less than the monthly $2,227.00 contribution can purchase get 60% of the left over contribution money as cash on their paycheck. Employees are required to have City medical insurance. The City also offers medical and dependent care flexible spending accounts, subject to eligibility requirements.

    Health Reimbursement Arrangement (HRA) : The City contributes a flat dollar amount per full-time employee to an HRA VEBA program for current and future health care out of pocket expenses. This monthly amount per full-time employee is $225.00.

    Group Life Insurance : The City will purchase for each employee $50,000 worth of group term life insurance.

    Liberty Mutual Insurance : City employees are eligible for discounted auto and home insurance.

    EMPLOYMENT

    Hours of Work : The normal work week is forty (40) hours, Monday through Friday. Customized work schedules may be available at the discretion of the position supervisor. Some positions require weekend, evening, shift or holiday work or overtime.
