Maintenance Technician I

The City of Tumwater is seeking a Maintenance Technician I to support the Operations Divisions of the Transportation & Engineering and Water Resources & Sustainability Departments. Distinguishing Characteristics: The Maintenance Technician I is expected to perform duties involving general skills related to electrical, pumps, drinking water and wastewater system operations, and heavy equipment operation without technical assistance from a supervisor.  The Maintenance Technician I also performs a full range of lower skilled and manual labor tasks in support of their assigned crew.  Maintenance Techs are assigned to a crew appropriate to their skillset and interest; however, internal promotions and transfers are considered when vacancies exist.

1. Sets up traffic control devices and performs flagging functions in work zones; ensures a safe working environment according to established safety guidelines.
2. Performs routine building maintenance of city facilities.
3. Mows grass, rakes leaves and clears debris and litter from walkways, fields, streets, parking lots, and other facilities.
4. Safely operates and/or drives various equipment and machinery.
5. Performs work in a timely and professional manner. 
6. Performs duties in accordance with appropriate safety standards as outlined in the Accident Prevention Plan or other position specific safety responsibilities.
7. Responds to complaints and service requests, evaluates situations and explains findings to Lead or Manager.
8. Interacts courteously with the public/ customers, vendors, and other employees.
9. Contacts residents and business owners in areas where services or access may be discontinued and explains when access or services will be restored.
10. Performs routine inspection and preventive maintenance on assigned tools and equipment. Refers defects or needed repairs to supervisor.
11.  Maintains a variety of records (handwritten and electronic) relating to    maintenance activities, inspections, repairs, and other areas.
12. Performs required labor involved in construction and maintenance projects.
13. Punctuality and regular attendance are essential to ensure optimal productivity and customer service.

In addition to the above essential job duties, employees assigned to the following areas have more specialized duties described as follows:
 
Sanitary Sewer Crew: Assists in the installation, repair, maintenance, and replacement of various components of the public sewer collection system including, but not limited to: Sewer gravity and force mains, side sewer lines, manhole structures, emergency generators, grinder pump and lift station facilities, valves, and other sewer infrastructure. Assists with utility locates for both city and developer/builder use.
  
Storm Water Crew: Assists in the installation, repair, maintenance and replacement of the various components of the public storm water system including, but not limited to: storm water mains, catch basins, roadside ditches, infiltration galleries, detention/infiltration ponds, and other storm water infrastructure. Assists with utility locates for both city and developer/builder use. Performs weed and vegetation control.
  
Water Distribution: Assists in the installation, repair, maintenance, and replacement of various components of the public water distribution system including, but not limited to: water mains, service lines, hydrants, reading, setting and testing water meters, storage reservoirs, emergency generators, booster pumps, valves, and various other components. Works closely with the utility billing office to accomplish shut-off and turn-on activities in a timely and professional manner. Assists with utility locates for both city and developer/builder use. Maintains existing water distribution system by flushing system and/or by clearing water distribution lines. Activates newly constructed sections of the water distribution system by inspecting and flushing new facilities.  Responds to customers’ request for service in a polite and professional manner. Maintains and cleans all equipment and vehicles; checks gas, water, and oil, performs minor mechanical and preventative work to keep equipment in proper running order.
 
Performs other duties as assigned.Knowledge, Skills, and Abilities:

1. Thorough knowledge of the care, maintenance, and safe operation of assigned equipment.
2. Knowledge of the occupational hazards and safety precautions applicable to the work. 
3. General knowledge of the methods, materials, and techniques used in the repair, maintenance, construction, and care of water mains, sewer systems, hydrants, streets, facilities and other projects required by the position.
4. Knowledge of the location and components of the City's infrastructure. 
5. Some knowledge of the operating policies and practices of the Operations Division.
6. Ability to operate equipment skillfully, safely and in conformance with applicable laws and regulations.
7. Ability to detect needed repairs and make adjustments or repairs to equipment.
8. Ability to learn the proper maintenance of lawns, trees, and plants, and of facilities and buildings.
9. Ability to establish and maintain effective working relations with other employees and the public.
10. Ability to understand and carry out oral and written instructions and perform work independently in the performance of regularly assigned duties.
11. Ability to organize, demonstrate and inspect the work of others as needed.
12. Ability to identify safety concerns and bring them to the attention of those affected.
13. Ability to work outdoors for extended periods under unfavorable working conditions.
14. Ability to perform heavy manual labor as assigned.
15. Ability to communicate tactfully with the general public regarding various aspects of the assigned work.

 
Minimum Qualifications:  Any combination of experience, education, or training which would provide the level of knowledge and ability equal to three years in construction or a related field. 
 
Preferred Qualifications: none
 
Training/Licenses/Certifications: Must possess or have the ability to obtain and retain a Washington State Commercial Driver's License with tanker and airbrake endorsements. A Flagger Certification and a Confined Space Entry certification will also be required. The required license must be obtained within 60 days of employment.Contacts: The Maintenance Technician I has daily contact with other crew members for the purpose of work coordination. City crews often work in highly visible locations and may be required to respond to questions from interested citizens. It is important for all employees to respond to citizens with tact and patience. If questions cannot be answered on-site, the worker is responsible for referring the citizen to the Field Crew Lead or other Department staff for assistance. 

Supervision: On-site guidance and/or training of other employees while work is in progress, may be an assigned responsibility of positions of this class.
Work is performed under the direction of a Field Crew Lead/Utility Operations/Transportation Manager who schedules and directs projects and is available to provide technical advice on difficult or unusual problems.  

Accountability: The Maintenance Technician I is accountable for performing assigned tasks in a quality, timely, and efficient manner.

Working Conditions: Positions in this class perform work primarily in a field/shop environment which can be noisy and exposed to odors or fumes. The work requires long periods of use of hand and power tools, extended periods of concentration, frequent bending, applying arm leverage, stooping, reaching, and lifting. Unanticipated equipment failures may require repairs be made in the field in all weather conditions.

Physical Requirements: Work is often performed in a field setting. Specific physical requirements and typical working conditions for this position are on file in the Administrative Services Department.
