*This recruitment is to fill a vacancy within the Animal Services unitas well as establish a list of vacancies in other divisions within the Turlock Police Department.

The City of Turlock is accepting applications for the Part-Time Clerical position in our Turlock Police Department. This position requires excellent customer services skills as well as the ability to operate various types of office equipment. This position also requires knowledge of English usage, spelling, grammar, punctuation and basic mathematical computation.

Candidates must attach/provide a typing certificate, forty- five (45) words per minute net corrected to the employment application form. The typing certification must be obtained through an agency that can validate the certificate, such as a temporary employment agency, employment center, school/college. A self-administered/online test will not be acceptable.

This position is expected to work approximately 20 hours per week. Part-time employees do not receive full benefits.

An eligibility list will be established from this recruitment that will be valid for six (6) months.

Job duties may include but are not limited to the following:
 
  • Perform routine clerical work
  • Proficient in word processing
  • Use of Microsoft Word
  • Use of Microsoft Excel
  • Communicate clearly and concisely, both orally and in writing
  • Operate a calculator
  • Learn office methods, rules, and policies
  • Learn the operation of various computer software programs
  • Understand and carry out oral and written directions
  • Establish and maintain effective working relationships with those contacted during the course of work
  • Excellent customer service skills with internal and external customers
  • Perform other related duties as assigned
  • Heavy phone use

  • Type forty-five (45) wpm (net corrected) (Certification required at time of application)
  • Must possess a California Driver's License. Maintenance of a valid California Driver's License is a condition of continued employment (DMV printout is required at time of appointment).
EXPERIENCE:

 One (1) year of experience performing general clerical work.

EDUCATION:
 
High school diploma or GED certificate

PHYSICAL REQUIREMENTS:

Maintain the following physical abilities: see well enough to read instructions, read fine print and view computer screen; hear well enough to converse on the telephone and in person; use of hands and fingers for use of computer keyboard, filing, writing and answering telephones.

SELECTION PROCESS:
 

 1. All applicants must complete a standard application for employment form, and submit the following documentation:  
  • Valid typing certificate, forty-five (45) wpm (net corrected). The typing certification must be obtained through an agency that can validate the certificate, such as a temporary employment agency, employment center, school/college. A self-administered/online test will not be acceptable.

  • Hand deliver copies of your attachments to 156 S. Broadway, Suite 235, Turlock, CA 
Applications will be rejected if they are incomplete or required documentation is not attached.

 3. Applications will be reviewed for possession of the minimum qualifications. In the event that a large number of applicants possess the minimum qualifications, applicants who appear to be the most qualified based on their breadth and recency of experience will be invited to compete in the testing process.

 4. Candidates invited to compete in the testing process may be required to take a written examination, which will be based on a pass/fail basis. If a written examination is conducted and a large number of candidates receive a passing score, the City reserves the right to invite a percentage of the top scoring candidates to compete in the next phase of the testing process, the oral examination. 

 
5. Candidates who are invited to participate in the oral examination and receive a score of 70% or more will be placed on a list. Ranking on the list will be based solely on the results from the oral exam.

 6. Completion of a practical exercise may be conducted in order to further evaluate skills relating to essential job functions.

 7. Top candidates on the eligibility list will be referred to the Turlock Police Department for a Command Staff interview to determine which applicant(s) are referred for a background investigation.

 8. Final appointment to the position of will be contingent upon passing the following:
  1. Background Investigation,
  2. Chief of Police interview,
  3. Medical examination (including drug screening, hearing and vision examinations)

VETERAN'S PREFERENCE SYSTEM
 
The City of Turlock has adopted a veteran's preference system (effective January 1, 2002). The percentage score achieved through an entrance (non-promotional) examination which ranks applicants on an eligibility list shall be adjusted to provide: (a) one (1) percentage point added to the final test score for each six (6) months of active service during a time of armed conflict, up to a maximum of five (5) points, and (b) five (5) percentage points added to the final test score for veterans who are disabled as a result of active military service during a time of armed conflict, regardless of length of service. To receive preference points, applicants must provide supporting documentation and proof of honorable discharge. In no event shall an applicant receive more than a five (5) point adjustment. This request should be made in section #12 of the employment application form. A copy of your DD214 must be attached for this request to be considered.

MEDICAL EXAMINATION AND DRUG SCREENINGS

The incumbent will be required to take a medical examination including a drug screening and be fingerprinted.

BENEFITS:

Sick Leave: The City of Turlock amended a Paid Sick Leave Policy on December 23, 2023.
An employee who, on or after July 1, 2015, works for 30 or more days within a year from the beginning of employment is entitled to paid sick leave. Paid sick leave accrues at the rate of one hour per every 30 hours worked. Accrual shall begin on the first day of employment or July 1, 2015, whichever is later. Paid sick leave shall carry over to the following year of employment and is capped at 80 hours or ten days.  

HOURLY RATE OF PAY: 

$16.50 - $23.00 per hour  

HOURS OF WORK: 

Hours and days may vary. This position shall not exceed twenty (20) hours per week or 960 hours per fiscal year.
