The City of Twin Oaks seeks a full time Public Works Supervisor to perform a variety of complex supervisory, administrative, technical and professional work in planning, organizing, and directing the maintenance of all public areas of the City, including Twin Oaks Park, City Hall and all city streets, rights-of-way, landscaping, stormwater facilities and other public infrastructure.
Principal Duties and Responsibilities:
This position’s duties, responsibilities, and expectations are not necessarily limited to the following and are not enumerated in any particular order or priority. At any particular time, the frequency and duration with which one or more of the following specific duties is performed may vary widely.
1. Evaluates all City public works needs and formulates short and long range plans to meet needs in all areas of responsibility
2. Plans, organizes, directs and supervises the maintenance and repair of city streets, equipment and vehicles
3. Plans, organizes, directs and supervises the maintenance and repair of city facilities, including City Hall and the maintenance house, both exterior and interior
4. Plans, organizes, directs and supervises the maintenance and repair of Twin Oaks Park, including infrastructure, facilities, and landscaping
5. Monitors and inspects all City property routinely to determine maintenance and repair schedules, prioritizes projects; directs staff to complete maintenance activities, and/or solicits outside contractors as needed; follows through to ensure work has been completed properly and in a timely manner
6. Maintain city equipment and facilities by performing minor repairs of semi-skilled painting, plumbing, electrical, carpentry, and masonry work
7. Directs and supervises two (2) Maintenance Employees and possible seasonal employees, including work scheduling; helps interview and hire new employees; approves time off; conducts annual performance evaluations
8. Assists with, coordinates and supervises work performed by contractors, engineers and utility company representatives as related to the maintenance of city facilities
9. Coordinates city emergency response, including snow removal/salt application, emergency tree removals, etc.
10. Works closely with the Park Committee to determine special event needs; assists in event set up and tear down; schedules additional maintenance staff for city events as needed
11. Maintains accurate records of all repair and maintenance activities
12. Maintains and monitors inventory of all maintenance equipment and supplies
13. Works closely with Assistant City Clerk to order and maintain inventory of consumable supplies
14. Researches and makes recommendations related to purchasing of equipment and technology for the benefit of the Public Works Department
15. Prepares recommendations for annual maintenance budgets, identifies cost control methods for maintenance supplies, tools, equipment
16. Works closely with the City Clerk/Administrator on capital projects involving city facilities and infrastructure
17. Maintains positive resident relations, establishes good community relationships, acts as an ambassador for the city with the public, deals with issues including resident concerns and complaints
18. Attends Board of Aldermen meetings monthly; provides written and verbal reports of all public works activities at monthly public meetings
This position requires being on an on-call status, working in adverse weather conditions, attending monthly evening meetings, operation of machinery and equipment.
Knowledge, Abilities and Skills:
- Knowledge of tools, materials, methods, and best practices used in parks, street, vehicle, and equipment maintenance.
- Knowledge of plants, trees and landscaping best practices.
- Ability to perform a variety of semi-skilled and skilled tasks in the repair and maintenance of streets, park structures and facilities, vehicles, and equipment.
- Ability to perform manual labor for extended periods under adverse environmental conditions.
- Ability to lift and carry heavy objects of approximately 60 lbs., climb small and large ladders.
- Ability to follow oral and written instructions.
- Ability to work independently.
- Skilled in the operation of hand and power tools.
- Skilled in the safe and efficient operation of motorized equipment in normal and difficult conditions.
- Ability to establish and maintain effective working relationships with city officials, administration, fellow employees, and the general public.

Schedule and Work Conditions:
- Generally 8 am to 3 pm, Monday to Friday
- Split between in office and in field work environment
- Night or evening work as needed
- Weekends as needed
Education and Experience:
The person in this position must have a high school diploma or its equivalent. Additional education in either technical/vocational school or a college/university is a plus.
Minimum of two (2) years supervisory or lead experience in public works in a municipal setting or equivalent relevant experience. The most desired applicant should possess strong problem-solving and organizational skills, decision-making experience, accountability qualities, supervisory abilities and excellent written and verbal communication skills.
Must have a valid Missouri driver license and be insurable with the City’s insurance carrier.
