What are the responsibilities and job description for the Capital Improvement Project Manager position at City of Tyler?
The primary function is to provide professional engineering and project management throughout the planning, design, and construction of capital improvement (CIP) projects.
- Serve in the role of a design engineer, project manager, and construction manager for CIP projects within transportation, drainage, water, sewer, facilities, and parks.
- Prepare cost estimates, preliminary designs, and exhibits for new projects.
- Perform in-house engineering design for emergency projects and other projects as needed.
- Assist City Engineer with procurement and selection of engineering design firms and consultants.
- Prepare, review, and execute consultant contracts to achieve project goals.
- Manage design firms and consultants to meet project scopes, schedules, and budgets.
- Provide technical reviews of engineering design plans to ensure quality.
- Manage the construction phase of capital improvement projects, including review of monthly estimates and writing and negotiating change orders with assistance Engineering Inspectors.
- Conduct pre-bidders' meetings to provide answers about construction sequencing, working day assessment, construction safety, and allowable construction materials.
- Communicate with the general public and contractors with questions and comments about technical items within the City.
- Review, recommend and make field changes to plans.
- Use GIS system to retrieve utility and property information.
- Prepare contract specifications for the CIP Department.
- Organize and conduct meetings with various agencies, contractors, and clients.
- Identify needs for additional right-of-way or easements for projects.
- Manage multiple aspects of the construction process, including citizen inquiries, the relocation of utilities, investigating problems in the field, and negotiating prices with engineers and contractors for additional services.
- Must be able to sit and turn 8 hours daily; stand and walk 6 hours daily; bend and stoop 2 hours daily; kneel and balance 1 hour daily.
- Perform related duties as assigned.

The City of Tyler will accept two years of relevant experience in place of each year of college required in the job description. Four years of relevant experience will be considered in place of an Associate’s Degree, and eight years of relevant experience will be considered in place of a Bachelor’s Degree. Any experience required in the Minimum qualifications is in addition to years of experience substituted for a degree.
