This position aims to safely make repairs for various construction and maintenance operations within the city. This is accomplished by operating all specialty tools to complete construction projects. Duties include performing repairs to water and wastewater lines; providing traffic control; completing the installation of sewer and water taps; conducting repairs to manholes, hydrants, and valves; and interacting with other City employees and citizens.
- Repair water and sewer lines by excavating and restoring the water and sewer line; identifying the source of the leak; isolating line segments; exposing and making repairs; flushing the system; placing the line back into service; operating all the required valves; always ensuring job site safety.
- Provides traffic control by directing traffic at the work site, communicating safety rules to customers.
- Conducts repair to hydrants and valves by isolating fire hydrant lead; exposing piping and assessing damages for repair; replacing or reinstalling parts; performing inspections before placing hydrant in service; exposing valve; isolating line segment; identifying problem; repairing valve back to operational level; placing valve into the open position.
- Completes installation of sewer and water taps by assisting with installation service of taps by exposing mains in asphalt, soils, or concrete; installing tap penetrating mains; isolating line as required; inspecting and testing for leaks at new connections.
- Excavate water and sewer mains and their appurtenance with shovels, rakes, pick hammers, hand saws, pry bars, etc.
- Move, carry, push, pull and lift supplies and parts used in the repair, replacement, and installation of water and sewer mains and their appurtenance.
- Use gas and hydraulic saws, pumps, blowers, and compactors.
- Use hand tools for the daily operation of construction.
- Clean up the work area.
- Work requires being onsite and operating city vehicles to various locations.
- Uses laptops, tablets, and other digital devices for documentation when needed.
Needed Skills:
Must be able to lift, carry, push, and pull up to 100 lbs. for several minutes daily.
Must be able to climb onto equipment safely, balance, stoop, bend, and crouch.
Must be able to use and operate various hand tools, shovels, rakes, saws, hammers, ratchets, and sockets.
Must be able to operate various gas-powered saws, chain saws, and hydraulic or electric pumps.
Must be able to install D.I., PVC, C.I., and clay pipe and their appurtenances.
Must be able to set meters and meter boxes and run water services from main to property.
Must be able to install and repair fire hydrants.
Must be able to install, repair, and replace water valves and set paving boxes.
Must have basic skills required to use a backhoe, loader, and forklift to load trucks and materials.
Must be able to read tape measure; add, subtract, and multiply.
Must be able to run power equipment, including gas-powered compaction packers, gas-powered cut-off saws, hydraulic saws, hydraulic jack hammers, hydraulic pumps, air tools, jackhammers, impact wrenches, concrete saws, and must be familiar with water and sewer tapping machines, two-way radios, essential hand tools, and specialty power tools.
Must be able to safely drive a ½-ton truck and operate a forklift as needed.
Must be able to train in all aspects of use daily tasks and the use of hand and power tools, traffic control devices, concrete, asphalt, and carpentry work.
Must perform heavy manual labor over an extended period, in varying weather conditions.
Must be able to work independently and without supervision.
Must be able to work safely without injury to self and others.
Must be able to read, write, and understand English and communicate with management, customers, and subordinates effectively and respectably.

Must have reliable transportation and telephone and be close enough to Tyler to respond within 30 minutes of receiving a call.
Must stand for 6 hours daily; turn and sit for 3 hours daily; crouch for 2 hours daily; bend, stoop, walk, climb, crawl and kneel for 1 hour daily.
Must be able to work in all types of terrain (grass, ditches, wooded areas, gravel, etc.) in and around construction zones and residential, commercial, industrial and rural areas in all types of weather conditions (rain, snow, cold, heat, etc.)
Must be able to work in conditions that include extreme cold and heat, temperature changes, humidity, heights, vibration, wetness, dryness, confined spaces, noise 80-dB and over, fumes, mists, gases, dust, caustics, chemicals, allergens, detergents, mechanical hazards, moving objects, and exposure to burns.
The City of Tyler will accept two years of relevant experience in place of each year of college required in the job description. Four years of relevant experience will be considered in place of an Associate's Degree, and eight years of relevant experience will be considered in place of a Bachelor's Degree. Any experience required in the Minimum qualifications is in addition to years of experience substituted for a degree.
