JOB SUMMARY:
Responsible for constructing, maintaining, and repairing traffic signals, school zones beacons, streetlights, traffic video monitoring equipment and communication network. Also, maintains 24/7 emergency on call program to ensure proper operation of the City’s traffic signals.

ESSENTIAL JOB FUNCTIONS:
1. Inspect, Install, maintain, repair, and test various traffic control signal systems, video systems, communications systems.
2. Install new and maintain existing traffic signal installations.
3. Perform preventive maintenance of existing traffic signal installations to identify defects and ensure continued properly functioning signal equipment operations.
4. Must be able to operate personal computer or laptop, tablet, and smart phone.
5. Ability to use various electronic test equipment, such as, amperage meter, volt/ohm meter, megger, NEMA conflict monitor tester and traffic counting devices
6. Must have knowledge of electronic circuitry, solid state control equipment and electronics theory.
7. Must be experienced in Electrical installations, and construction environment.
8. Locate and mark underground traffic facilities (traffic cabling).
9. Familiar with the operation of hand tools, safety equipment, and bucket truck.
10. Must be willing to coordinate with other City departments.
11. Participate in 24 hour rotating emergency on call shifts.
12. Collaborate with contractors to ensure intersections are built to City specifications and the Manual on Uniform Traffic Control Devices (MUTCD) standards.
13. Responds to calls for service on equipment malfunctions; identifies problem and takes appropriate action to resolve problem; documents service calls and problem resolution.


OTHER JOB FUNCTIONS:

1. Maintains and repairs school zone beacons.
2. Maintains and repairs streetlights.
3. Inspects, programs, and activates traffic control devices upon completion of installation.
4. Wires and installs electrical services for all traffic control devices.
5. Troubleshoot or repair problems regarding traffic control devices, data communication equipment, and cables.
6. May be responsible for assisting engineers with incident management and signal system modifications in Traffic Management Center.
7. Ability to manage own time effectively.
8. Ability to adapt quickly to change.
9. Set up work zone traffic control.
10. Positively contribute to the culture of the department and overall organization.
11. Keep company provide vehicles organized and clean.
12. Performs other related duties as assigned.


SKILLS, KNOWLEDGE AND ABILITIES:
1. Must be able to pass a preemployment drug screen
2. Comfortable with heights and working outside
3. Work Zone Safety Certification preferred
4. Ability to use basic hand tools
5. Able to work independently with limited supervision and as part of a team
6. Must have a clean MVR and a valid driver's license
7. High school or equivalent (Required)
8. Must be able to communicate effectively either verbally or in writing and with texts and emails with supervisors, other agencies, other employees, and the general public.
9. Ability to apply principles and practices of electrical and electronic theory
10. Ability to understand technical manuals for installation and maintenance of traffic control devices
11. Knowledge of IMSA traffic laws for traffic signals preferred.
12. Knowledge of safety hazards and safety practices utilized in the traffic industry and conforming to the MUTCD
13. Must be able to stand 6-hours daily; sit 2-hours daily; Stoop and bend 2-4 hours daily; lift and carry 90-lbs. of equipment and materials 2-hours daily.
14. Must obtain a Traffic Signal Technician Level I Certification and I.M.S.A Work Zone Temporary Traffic Control Certification within one year of hire date.
15. Ability to work overtime as required.
16. Ability to work on-call rotation and respond to dispatched calls within 30 minutes.
17. Ability to work in adverse weather conditions
18. Ability to work in heights up to 37 ft in elevated platform
19. Must be willing to work outdoors in all weather conditions.
20. Must possess a valid State of Texas Driver’s License Class “C” and good driving record as defined by City policy.
21. Ability to manage own time effectively.
22. Ability to adapt quickly to change.
23. Compensation dependent on experience 

MINIMUM EDUCATION, CERTIFICATION, AND EXPERIENCE REQUIREMENTS:
High School Diploma or GED required, with an Associate’s Degree in Electronics preferred.

Must possess over one (1) year of experience in the maintenance and repair of electronic traffic signal equipment, or electrical circuits both AC and/or DC; or an equivalent combination of experience and training may be considered.

Work experience in electrical installations, construction environment and working outdoors in all weather conditions is required.
Basic computer knowledge with Microsoft Windows and AppleOperating Systems is required.
Must have experience with a laptop, tablet, and smart phone. Must have a valid Texas Class “C” driver’s license, with a clear driving record. On call for scheduled nights and weekends.

The City of Tyler will accept two years of relevant experience in place of each year of college required in the job description. Four years of relevant experience will be considered in place of an Associate's Degree, and eight years of relevant experience will be considered in place of a Bachelor's Degree. Any experience required in the Minimum qualifications is in addition to years of experience substituted for a degree.
