Under general supervision, you will play a vital role in ensuring the health and comfort of the animals in our care. Your responsibilities will include providing daily food and water, observing animals for signs of health or behavioral changes, and keeping facilities clean and well-maintained. In addition, you'll assist with transporting animals and maintaining accurate records related to their care and disposition.

CURRENT VACANCY

One (1) part-time position in the Animal Services Division of the Police Department. Each position is limited to 960 hours per Fiscal Year.Â

PRE-EMPLOYMENT PROCESS:Â

Qualified applicants will undergo a complete, comprehensive background investigation, including but not limited to fingerprinting, drug screening, pre-employment medical examination, polygraph examination, and reference check.Â

Management reserves the right to add, modify, change, or rescind the work assignments of different positions and to make reasonable accommodations so qualified employees can perform the essential functions of the job.

Â

  • Provide and replenish food and water for domestic, exotic, and wild animals.
  • Clean and disinfect kennels, cages, and equipment to maintain sanitary conditions.
  • Observe sick, quarantined, and potentially injured animals, and report problems.
  • Clean and bathe animals; vaccinate animals given established procedures.
  • Complete ongoing and preventive maintenance of shelter facilities and equipment.
  • Transport animals to and from veterinary offices and other medical facilities.
  • Respond to public inquiries regarding the disposition of animals and animal shelter procedures, and questions regarding lost and found animals, and adoption procedures.
  • Serve as cashier; handle customer transactions including redemptions and license sales, and the release of animals.
  • Maintain records related to daily animal care, and incidents.
  • Order and pick up supplies needed at the shelter.
  • Handle injured and deceased animals.
  • Performs other duties as assigned.

Education and Experience

Qualifications

Any combination of training and experience that would provide the required knowledge, skills and abilities is qualifying. A typical way to obtain the required qualifications would be:

Education

  • Equivalent to completion of the twelfth (12th) grade.

Â

Experience

  • Six (6) months of recent experience working with domestic animals in a veterinary hospital, clinical setting, or animal services facility or other comparable experience.

Â

Licenses and Certifications

  • Possession of, or ability to obtain, a valid California Driver's License to be maintained throughout employment and have a satisfactory driving record.Â

  • Various breeds of dogs, cats, and other domestic animals.
  • Basic characteristics of animal behavior.
  • Care techniques.
  • Customer service techniques.
  • Procedures related to kennel cleaning and maintenance of facilities.
  • Record keeping procedures
  • Occupational hazards and safe work practices related to animal care
  • Safe driving principles and practices

  • Operate cleaning equipment and other tools used in the maintenance of kennels.
  • Operate a vehicle observing legal driving practices.
  • Operate a cash register.
  • Administer injections and medication to all types of animals.
  • Operate modern office equipment including computer equipment and software programs.
  • Handle animals in a safe and efficient manner.
  • Learn, understand, and interpret rules and regulations governing the impounding and release of animals.
  • Recognize normal and abnormal animal behavior.
  • Prepare and maintain accurate and complete records.
  • Meet and deal tactfully and effectively with the public.
  • Respond to requests and inquiries for information regarding animal services.
  • Work independently in the absence of supervision.
  • Understand and carry out oral and written instructions.
  • Communicate clearly and concisely, both orally and in writing.Â
  • Establish, maintain, and foster positive and harmonious working relationships with those contacted in the course of work.

Must possess mobility to work in a standard office setting and use standard office equipment, including a computer; to operate a motor vehicle, vision to read printed materials and a computer screen; and hearing and speech to communicate in person, before groups, and over the telephone. This is primarily a field classification with frequent standing in work areas and walking between work areas required. Wrist flexion and lateral rotation are necessary in combination with grasping to handle a snare and leash. Finger dexterity is needed to access, enter, and retrieve data using a computer keyboard or calculator and to operate standard office equipment. Positions in this classification occasionally bend, stoop, kneel, reach, push, and pull drawers open and closed to retrieve and file information. Positions in this classification occasionally lift, move, and carry animals that typically weigh up to 100 pounds.

WORK ENVIRONMENT

Employees primarily work outside in variable weather conditions and under exposure to potentially infectious diseases and hazardous physical substances. May involve exposure to dangerous and/or diseased animals. This position will be around animals known to cause allergies.Â

Employees may interact with upset staff and/or public and private representatives in interpreting and enforcing departmental policies and procedures, local, state, and federal laws, the Upland Municipal Code.

WORKING CONDITIONS

Must be available to work evenings, weekends, holiday, overtime, and callouts.

Examination Process

A competitive review of applicants' experience and qualifications will be conducted. Based on that evaluation, a limited number of applicants whose qualifications best meet the current needs of the City of Upland will be invited to participate in the next step of the examination process. The examination may include a practical exam and will include a qualifications appraisal interview. Qualified candidates will be invited to participate in the examination process. Testing to be scheduled for May 8, 2025.Â
