POSITION SUMMARY:
The Financial Services Specialist performs detailed and complex work related to municipal accounting and financial reporting in support of the City’s Finance Department. The Financial Services Specialist is responsible for the timely and accurate processing of various cash, accounts receivable and accounts payable transactions, as well as other general accounting functions using document management workflow, accounting software and Microsoft Excel.
The intent of this position description is to provide a representative summary of the major duties and responsibilities performed, however, position-related tasks in addition to those listed specifically in this description may be required.
ESSENTIAL FUNCTIONS:
· Manage receivables including preparing invoices and ensuring collection of revenue timely.
· Prepare and record receipts for daily deposit.
· Review financial documents such as invoices, check requests, purchase orders, and vendor/employee payments and statements for accuracy and completeness by ensuring proper signatures, dates, account codes, and other related information.
· Process, verify, set-up and enter invoices, check requests, purchase orders, statements and other financial documents for payment.
· Reconcile invoices/transactions including payment card transactions/bill.
· Research and resolve invoice discrepancies.
· Coordinate check printing and distribution. Complete electronic and online bill payments.
· Respond to inquiries from vendors and other departments.
· Gather and maintain data for vendor files.
· Scan and organize files electronically.
· Perform detailed payment and record keeping procedures.
· Maintain W-9 information.
· Process and distribute 1099s.
· Perform activities supporting the Financial Services Department, which may include greeting visitors; screening incoming calls; taking and transmitting messages; receiving, sorting, and distributing mail, internal correspondence and/or deliveries; answering routine questions; directing visitors to appropriate locations; and providing administrative support for bid and purchasing processes.
· Coordinate the monitoring, maintenance and servicing of applicable office equipment.
· Maintain the appearance of public areas, ensuring areas are organized and free from debris or hazardous items.
· Cross-train with other Financial and Utility positions
· Attend training and educational courses
· Perform other related duties as assigned

QUALIFICATIONS AND REQUIREMENTS:
Knowledge of:
· Standard office practices, procedures, technology, and equipment related to the processing and recording of financial records and transactions.
· Basic principles of accounting and budgeting.
· Financial accounting systems and Microsoft Office applications.
· Processes specifically related to accounts payable and maintenance of vendor records.
· Understanding of municipal revenue streams and cash receipts
· Basic principles of business math, grammar, spelling, and punctuation.
Ability to:
· Maintain attention to detail which is critical to success in this role.
· Understand, interpret and follow instructions, policies and procedures.
· Use Microsoft Office Word and Excel.

Experience and Education:
Any combination equivalent to the level of experience and education that would likely provide the required knowledge and abilities will qualify.
· Previous work experience including bookkeeping, payroll or financial record keeping or any other financial accounting experience which demonstrates the possession of the required knowledge, skills and abilities for this position.
· Municipal experience preferred.
· Experience with Tyler Incode software preferred.
· High School Diploma or GED required. College level coursework in accounting preferred.
· Must possess a valid Texas driver's license. Must pass pre-employment screening.
COMPENSATION AND BENEFITS:
Compensation is $41,600 to $49,920 annually. Starting salary is commensurate with qualifications and relevant experience.
The Financial Services Specialist is a full-time non-exempt position.
Hours: At will.
