We’re currently recruiting for an Associate Real Estate Project Manager. The primary responsibilities for the job are to support the Department’s two existing Real Estate Project Managers by taking on smaller-scale redevelopment projects and sub-projects of larger, more complex redevelopment projects, including design coordination, community/stakeholder engagement, consultant contracts, and market research. The role will also work with the existing Real Estate Project Managers to identify and secure traditional and non-traditional funding from sources external to the City of Vancouver to support the City’s redevelopment efforts. This position involves project management, creative thinking, problem solving, and technical writing skills for complex projects requiring a variety of funding sources and partners.

This is a full-time, regular, non-union exempt position. The schedule for this position is M-F, 8am to 5pm.

Job Details
Essential Functions:
  • Support senior department staff in developing and implementing large-scale redevelopment projects, such as developing project management frameworks, conducting market research, collecting and analyzing data, organizing community and stakeholder engagement, and writing reports in support of large projects such as
    The Heights District
    and
    Waterfront Gateway
    .
  • With the support of senior staff, manage sub-projects within the large-scale redevelopment projects, working collaboratively with other departments in the City, external partners and consultants.
  • Develop and conduct community outreach including online and in-person events, focus group conversations, stakeholder interviews, surveys, presentations to developers, neighborhood associations, and community-based organizations.
  • Work with City Communications Department to draft informational materials, request for proposals content, advertisement content, and other public facing communication deliverables.
  • Develop and incorporate an equity lens to all project materials, and engagement activities. Attend evening neighborhood and community meetings, and other relevant events, business group meetings, City of Vancouver boards and commissions meetings, and City Council meetings as required.
  • Work cooperatively with Economic Prosperity & Housing Project Managers and Department Leadership to develop an understanding of project resource needs.
  • Research and identify specific funding sources that can support department efforts and manage an inventory of external funding partners and programs (federal, state, philanthropic, private).
  • Develop and maintain strategic partnerships with external partners and organizations.
  • Perform related duties and responsibilities as assigned
Qualifications
Experience and Education
  • Three (3) years of direct professional experience, but willing to consider other demonstrated experience in urban planning, real estate development, or economic development. Preferred five (5) years of experience.
  • A Bachelor's Degree in business, real estate, public administration, urban planning and related fields, or the equivalent through industry certifications and/or professional work experience.
  • Equivalent combinations of education and experience may be considered.
Computer Skills - Intermediate to advanced skills in Microsoft Power Point, Word, Excel and Outlook
Knowledge
  • Knowledge of best-practice project management principles, approaches, and tools.
  • Knowledge of professional concepts in economic development, real estate development, and urban planning.
  • Knowledge of technical writing and proposal development best-practices
  • Knowledge of basic marketing and communication principles
  • Modern office procedures, methods, and computer equipment
  • Use of personal computers, online tools, and basic software
Abilities
  • Demonstrate strong project management, organizational, and time-management skills, and the ability to coordinate and manage multiple projects at one time.
  • Demonstrate proficiency to research best-practices, conduct market analysis, and analyze data.
  • Demonstrate strong writing skills and the ability to communicate technical topics to less-technical audiences.
  • Excellent interpersonal and communication skills.
  • Ability to establish and maintain effective, respectful, and collaborative working relationships with City of Vancouver colleagues, external project partners and stakeholders, regulatory agencies, civic and community groups, and the general public.
  • Strong analytical skills, with the ability to present complex technical regulatory requirements and processes in a clear and actionable manner.
  • Strong team building skills and experience working collaboratively with diverse stakeholders.
  • Creative thinker with excellent problem-solving skills.
  • Ability to conduct work in a manner that is consistent with the City of Vancouver’s Vision, Values and Operating Principles.
