Job Summary
Reporting to the streets supervisor, the streets maintenance worker is responsible for performing skilled maintenance activities, perform repairs and new construction within the City of Vancouver’s streets system including pavements, sidewalks, signs, and striping as well as other areas. Position is expected to work effectively in a team environment and provide quality customer service to the general public.

This is a full-time, regular, non-exempt position covered by the provisions of an agreement between the City and AFSCME.

Senior Maintenance Worker: $4,618 - $5,904

The schedule for this position is M-F, 6:30am to 4:00pm.

A Maintenance Worker is expected to obtain a Commercial Driver’s License (CDL) within 12-months of employment. The City of Vancouver is committed to investing in our new employees, and scheduling staff into a commercial truck driving school once the new employee meets probationary expectations. Prior to employment with the City of Vancouver, all new employees will acknowledge understanding of this requirement, and agree to a tier-based reimbursement plan if the employee separates from the City within three years of their employment date.
Job Details
  • Pave and restore asphalt. Pave on city streets and alleys including full street paving, pavement restoration of utility cuts, milling of existing asphalt, maintenance paving, and spot paving in advance of contract work.
  • Install, replace, and refresh the striping and signage on city streets. Place other traffic markings and raised pavement markers; remove graffiti; map existing signs and striping. Layout for crosswalk striping and parking lot layout. Create and design signs with computer software.
  • Maintain WSDOT standards for traffic control by installing street barricades, signs, and cones prior to the performance of repair activities; direct and control traffic around work sites.
  • Assist with keeping city streets free of snow and ice including de-icing, snow plowing, sanding, and making of ice removal brine.
  • Perform street and alley maintenance. Patch potholes, seal cracks, trim trees, remove garbage, maintain guardrails and barricades, and grade alley and shoulder.
  • Place concrete for installation and repair of curbs, sidewalks, driveways, street restoration, median islands, and ADA curb ramps.
  • Drive and operate a variety of equipment in a safe and appropriate manner.
  • Respond to public inquires in a courteous manner; provide information within the area of assignment; resolve complaints in an efficient and timely manner.
  • Assist with homeless clean-ups and storage, while properly disposing of hazardous waste.
  • 24 hour accident response and after hour customer service requests, wind storms, natural disaster response and active law enforcement situations.
Qualifications
Experience and Education
  • Maintenance Worker: One year of general maintenance experience.
  • Senior Maintenance Worker: Two (2) years of related experience in general construction and maintenance experience with increasing responsibility performing field maintenance duties within the area of streets, signs, and striping.
  • Equivalent to a HS Diploma/GED.
Computer Skills
  • Basic skills in electronic database and record keeping systems; experience preferred with Infor/Hansen and Workday.
  • Basic skills in Microsoft Word, Excel, and Outlook.
Required Licenses and/or Certifications
Possession of:
Maintenance Worker
  • Appropriate, valid driver's license
Senior Maintenance Worker
  • Appropriate, valid driver's license
  • Class “A” commercial driver’s license (CDL)
Ability to obtain:
Maintenance Worker:
  • Class “A” commercial driver’s license with tanker endorsement within twelve (12) months of hire, permit required within six (6) months of hire
All Maintenance Workers:
  • Class “A” commercial driver’s license (CDL) (tanker endorsement required within three (3) months of hire)
  • Valid CPR/First Aid card
  • Flagging card
  • Forklift Certification
Knowledge
  • Methods and techniques of maintenance and repair related to the area of streets, signs, striping, and concrete work
  • Operational characteristics of mechanical equipment and tools used in street, signs, striping, and concrete maintenance and repair
  • Occupational hazards and standard safety precautions necessary for streets and signs/striping maintenance and repair
  • Basic construction
  • Small tool and equipment repair in the field on powered hand tools (chainsaws, weed eaters etc.)
  • Basic principles of mathematics
  • Principles and procedures of record keeping
  • Use of personal computers and basic software
Abilities
  • Perform maintenance and repair work in the area of streets and signs/striping
  • Operate a variety of vehicular and stationary mechanical equipment in a safe and effective manner
  • Operate specialized equipment such as asphalt milling machines, pavers, tac-truck system operation, rollers, long line stripers and road graders that have multiple uses and functions.
  • Perform safe and responsible operation of small lift cranes/hoist in sign vans.
  • Use and operate hand tools, power tools and equipment required for the work in a safe and efficient manner, including concrete\ductile saws, gas powered concrete coring and hole saws, chainsaws, weed eaters, hedgers, blowers, mag drills, etc.
  • Read and interpret basic maps and blueprints
  • Perform a variety of manual tasks for extended periods of time and under unfavorable weather conditions.
  • Make salt brine with the right salt content and buoyancy for winter snow and ice events.
  • Perform heavy manual labor
  • Work safely within varied work environments
  • Perform duties in a manner to maximize public safety
  • Apply good judgment and practical knowledge to troubleshoot and resolve unusual or irregular problems and defects within storm water and drainage areas
  • Understand and follow oral and written instructions and sketches
  • Work independently in the absence of supervision
  • Operate a personal computer and appropriate software
  • Work in a manner consistent with the City of Vancouver’s Operating Principles
  • Work and act as a team player in all interactions with other City employees
  • Provide a high level of customer service at all times
  • Project and maintain a positive image with those contacted in the course of work
  • Develop and maintain collaborative and respectful working relationships with team members and others
  • Consistently provide quality service
  • Maintain regular and dependable attendance
