We’re currently recruiting for a Parking Enforcement Officer. The primary responsibilities for the job are to perform a variety of parking enforcement, maintenance, and revenue collection duties and responsibilities. Enforce parking regulations; perform skilled work in service activities associated with parking meter maintenance; collect parking meter revenue; and provide general information and assistance to the public.

This is a full-time, regular, non-exempt union position. This position is covered under the provisions of an agreement between the City and the OPIEU union.

The schedule for this position is Sunday - Wednesday, 7:30am to 6:00pm or 8:00am to 6:30pm.
Job Details
Essential Functions:
  • Monitor parking activity and patrol city streets and municipal parking facilities in the enforcement of the City’s parking program and regulations. Drive or walk established routes. Drive a city vehicle in a safe and appropriate manner in order to travel between various worksites.
  • Issue non-moving traffic citations for observed parking violations. Serve as a visual deterrent to code violations. Report and tag hazardous and/or abandoned vehicles, expired registrations and needed street and sign repairs; authorize vehicle towing; report traffic accidents and other occurrences to department staff or to the Police Department.
  • Provide information to violators, the general public, business community, and other government agencies regarding codes, laws and ordinances. Respond to questions, complaints and inquiries.
  • Input data on a portable computer system and maintain a variety of accurate records related to citations and vehicle impounds. Input, extract, download and transfer daily records using a computer terminal; access and retrieve information and prepare related reports. Prepare documentation for submission to the courts on contested parking citations and testify in court as necessary on behalf of the City of Vancouver.
  • Assist in traffic control including directing traffic at accident sites and special events; provide customer service
  • Collect money from and audit parking meters and pay stations in the on-street and off-street parking systems. Prepare money to be transferred to bank through armored carrier service or other means as determined by the City.
  • Install, repair, and service parking meter equipment and pay stations in the on-street and off-street parking systems. Maintain and order parking signs and striping as required, and work with the City’s operations division and/or service vendors when necessary to make changes. Maintain control of meter/pay station keys, revenue collection routes, and enforcement routes.
  • Perform other duties and responsibilities as assigned.
Qualifications
Experience and Education
Experience:
  • Some general work experience involving parking enforcement and/or parking maintenance or a related field. At least one (1) year of relevant customer service experience.
Education:
  • Equivalent to a HS Diploma/GED
Equivalent combinations of education and experience may be considered.
Computer Skills
  • Basic skills in Microsoft Outlook, Word, and Excel.
  • Basic skills in electronic database and record-keeping systems; experience preferred with T2 Sytems Power Park Flex other relevant parking management system;
Required Licenses and/or Certifications
Possession of:
  • Appropriate, valid driver’s license.
Ability to obtain:
  • Valid CPR/First Aid card within three (3) months of hire;
Knowledge
  • Tools, materials, processes and techniques of digital computerized parking meter and pay station maintenance and repair;
  • English usage, spelling, grammar, and punctuation;
  • Safe and efficient work practices as they relate to parking enforcement, parking maintenance, and revenue collection procedures; Learn geography of assigned enforcement area;
  • Learn, understand, and apply pertinent laws, rules and regulations;
  • Prepare and maintain accurate daily logs, parts records, and inventories;
  • Perform general clerical tasks;
  • Perform required arithmetic calculations;
  • Communicate clearly and concisely, both orally and in writing;
  • Focus on many different activities at one time. (i.e., pedestrians, traffic, parking problems/violations);
  • Perform a variety of maintenance and repair tasks on parking meters and pay stations;
  • Use and operate hand tools, mechanical equipment, and power tools and equipment;
  • Walk for extended time periods and cumulative distances (7 to 9 miles per day);
  • Wear approved uniform and maintain professional appearance;
  • Work in unfavorable weather conditions;
  • Understand and follow oral and written instructions.
  • Apply good judgment and practical knowledge to resolve unusual or irregular problems;
  • Work independently in the absence of supervision.
