JOB SUMMARY
Under the guidance and direction of the HR Director, the HR Partner is responsible for enhancing department functions. This position will have a focus on talent acquisition and development such as planning and coordinating staffing, recruiting, onboarding, training, and development.
PRINCIPAL DUTIES AND RESPONSIBILITIES
- Manage all recruitment efforts, including development and/or oversight of position requisitions, job descriptions, posting, interviews, and onboarding.
- Collaborates with departmental managers to understand skills and competencies required for job openings.
- Coordinates job postings and applicant procedures for City job openings; monitors and tracks position vacancies.
- Schedules pre-employment testing, including employee eligibility verifications as needed.
- Develops and delivers organizational effectiveness through training programs; oversees the development of training manuals, training technology, and other educational materials.
- Develops and communicates engaging training programs that highlight the value of employee development
- Coordinate supervisory training and on the job coaching techniques.
- Process all approved Personnel Action forms and monitors all Personnel Actions for accuracy and adherence to personnel policies.
- Assists in the development and implementation of policies, procedures, and long-range plans within the department.
- Analyzes training opportunities, determines desired performance results, and maintains the integrity and quality of programs.
- Provides internal coaching and consulting to the organization.
- Assists in coordinating the city’s semi-annual Leadership Academy.
- Develops and presents training using various instructional techniques such as role playing, simulations, and group discussions, while organizing materials like manuals and handouts; Schedules classes and monitors, evaluates, and records training activities.
- Manage City Job Fair and attend other organizational job fairs.
- Supports various employee engagement initiatives including Service Award celebrations, Health and Wellness programming, and community outreach programs.
- Initiates, develops, and implements new software functionality to enhance effectiveness and efficiency of the department; manages and implements updates to the online application system; creates and maintains software case procedures related to recruitment.
- Reviews job descriptions to ensure each classification has a current job description, and WorkSteps; obtain job related information updates during job postings, annual evaluations, and during HR file review.
- Prepares various Human Resources related reports on key performance indicators.
- Handles employment-related inquiries from applicants, employees, and supervisors, referring complex and/or sensitive matters to the appropriate staff.
- Maintains knowledge of trends, best practices, regulatory changes, and new technologies in human resources, talent management, and employment law.
- Deliver organization effectiveness training through New Employee Orientation and provides engaging communications about training programs to encourage participation and highlight the value and benefits of training.
- Assist with various HR projects such as implantation and maintenance of HRIS platforms.
- Facilitates trainings related to HRIS platforms.
- Prepare reports in an accurate and timely manner.
- Performs other duties as assigned.

Work is performed in a standard office environment.
REQUIRED QUALIFICATIONS
- High School diploma or GED.
- Bachelor’s degree in human resources or related field preferred
- Three to Five (3-5) years of human resources related experience preferred; OR equivalent combination of education and experience.
- Valid State Driver’s License
- Certification as an HR Professional through SHRM or HRCI preferred.
- Human Resources principles, general office practices, and applicable local, state, federal and employment related laws and regulations.
- Excellent interpersonal, negotiation, and conflict resolution skills.
- Excellent organizational skills and attention to detail.
- Excellent time management skills and prioritization to meet deadlines.
- Strong analytical and problem-solving skills.
