Job Duties:
The City of Virginia Beach Department of Human Services is seeking to hire an experienced and motivated individual to oversee the Developmental Services Division's Supported Living Program. Must have experience working with developmentally disabled adults, residential program management experience, and experience supervising staff in a residential setting. Responsibilities are as follows:
Provide leadership and oversight to a large unit consisting of approximately 100 employees directly responsible for the residential care of various adults with a primary diagnosis of a developmental disability.
Develop and implement policies and procedures regarding the operation of the Supportive Living Unit (SLU).
Ensure all programs adhere to applicable laws, licensing standards, and organizational policies, including Home and Community Based Service regulations.
Familiarity with state and federal regulations governing residential programs (e.g. Medicaid, licensing requirements). Ensures that required documentation for Medicaid reimbursement is completed according to procedures, protocols, and policies.
Monitor and evaluate the effectiveness of daily operations across all assigned residential programs and ensure all programs adhere to applicable laws, licensing standards, and organizational policies, including Home and Community Based Service regulations.
Supervise and mentor residential employees, providing guidance and professional development opportunities.
Oversee scheduling, staffing, and resource allocation to ensure program effectiveness and efficiency. Also, conduct regular meetings with supervisory staff to review performance, address policy updates, client concerns and promote team collaboration.
Ensure all programs are within regulatory compliance and utilizes data-driven decision-making skills to consistently improve service delivery and the unit maintains a person-centered approach to services.
Coordinate services and support for individuals with complex behavioral, medical and housing issues.
Provide leadership and supervision to unit staff to ensure competent service provision to individuals residing in their own homes and/or in group homes.
Serve as the Hiring Manager for their assigned programs, recruit, hire, and evaluate program employees. Provide new employees with training in applicable policies and procedures of the unit.
Prepare for and manage audits, inspections, manage budgets, expenditures and other regulatory reviews. Prepare and present various reports, presentations, and spreadsheets to leadership to report progress on various goals and projects.
Cover stand-by duties on a rotating basis and be available after hours to offer guidance and supervision.
Provide leadership during critical incidents, ensuring timely and appropriate responses, as well as reviewing and implementing strategies to mitigate future risks.

Minimum Requirements:
MINIMUMS: Requires a Bachelor’s degree in a human services field (such as psychology, behavioral or mental health, special education, social work) and seven (7) years of developmental services experience associated with such positions as senior clinician, educator with program coordination responsibilities, or supervisor of a major program unit, with one (1) year of supervisory experience OR a combination of education and/or developmental services experience equivalent to eleven (11) years associated with such positions as senior clinician, educator with program coordination responsibilities, or supervisor of a major program unit, with one (1) year of supervisory experience. Must have a current and valid driver’s license.
SPECIAL REQUIREMENTS: All employees may be expected to work hours in excess of their normally scheduled hours in response to short-term department needs and/or City-wide emergencies.

Preferences:
Ten (10) or more years of experience working with adults diagnosed with Developmental Disabilities.
Ten (10) or more years of experience supervising in a residential setting.
Seven (7) or more years of residential program management.
Seven (7) or more years of regulatory compliance review.
Master’s degree in a human services related field.
Five (5) or more years of data-driven decision-making skills.
Seven (7) or more years of employee relations experience.
