Job Summary
The City of Virginia Beach is seeking an experienced Deputy Director of Housing and Neighborhood Preservation to provide leadership and oversight for federal contracts, compliance programs, and customer service operations within the department. This senior-level position will oversee the operations of the Rental Housing, Housing Development, and Compliance units while ensuring adherence to all federal, state, and local housing regulations.
As a City Manager appointee, this position serves at the pleasure of the City Manager and is not part of the merit service as defined in City Code, Section 2-75.
Key Responsibilities
- Support the Director in overseeing department operations, service agreements, and compliance with housing policies.
- Ensure strict adherence to federal housing programs (CDBG, HOME, HOPWA, ESG, ARPA, HCV, CoC).
- Oversee the Rental Housing Division and Housing Development Division.
- Develop and implement quality control measures, monitor program performance, and conduct audits.
- Assist in policy development to align with federal regulations and best practices.
- Engage with stakeholders, community organizations, and government agencies to advance housing initiatives.
- Represent the department in emergency operations planning and response.
- Enforce standards for customer service delivery and manage customer satisfaction.
- Act as the Director in their absence, making critical decisions on departmental operations.

Minimum Requirements:
Master’s degree in public administration, government operations, business management, government compliance, urban planning/studies or a related program and six (6) years of high-level management experience OR a combination of education (above high school) and experience equivalent to twelve (12) years in fields associated with such positions as program administrator or deputy director with at least five (5) years at the program management or administrator level. Must have a current and valid driver’s license.

Preferences:
Master’s degree in government operations, public administration, business management, or urban planning.
10 years of high-level management experience with 5 at the program administrator level.
Experience with HUD-funded development regulations and affordable housing programs.
Experience with federal, state, and local housing regulations and federal funding programs
Strong leadership, policy development, and stakeholder engagement skills.
Experience with federal funding programs: CDBG, HOME, HOPWA, ESG, HCV, and others.
Proven leadership in program development and compliance management.
Excellent communication, problem-solving, and strategic thinking abilities.
Experience with budget planning and financial management.
Experience leading staff/teams, developing policy and engaging stakeholders.
