What are the responsibilities and job description for the Operations Specialist position at City of Virginia Beach?
The Police Department has established a unit of eight part-time Camera Operator employees in 2015 to monitor the oceanfront resort area in the Second Precinct. While they monitor operations in the Second Precinct the work location for this position is at Police Headquarters (2401 Courthouse Dr., Building 11). The part-time Camera Operators are integrated into the Real-Time Crime Center and assist in monitoring the security camera system to serve as a resource to police officers on the street. The goals of camera monitoring include:
proactively identifying activity or behavior which necessitates a police response, such as fights/assaults in progress, crowd monitoring, etc.
observing calls for service in progress to provide additional information to responding units.
monitoring officers engaged in traffic stops and other activities to direct additional resources as necessary.
Individuals may also assist officers by searching videos for images of lost children, retrieving archived video for evidentiary purposes or capturing images for distribution to assist in their investigations.
The work schedule is developed to support the activity levels of the Police Department throughout the city. Thursday through Sunday, 7 p.m. to 3 a.m., are considered ‘high demand” days/times, and these hours will always be covered by the camera operators. However, depending on staffing, schedules and special events, employees may be scheduled from Monday through Sunday during the 3 p.m. to 3 a.m. time frame. Personnel working hours between 4 p.m. and 8 a.m. will receive an additional 5% shift differential pay on top of their normal hourly rate.

Criminal History: Conviction of any felony or any crime involving moral turpitude (crimes contrary to justice, honesty, or good morals). Conviction of any Class 1 or Class 2 misdemeanor, excluding traffic violations which are discussed separately, or the Virginia State Law equivalent within the last 5 years.
Traffic Violations: Any conviction of driving under the influence of drugs or alcohol, refusal to take blood or breath test, eluding police, racing, or leaving the scene of an accident within the last 5 years.
Drugs : Any involvement in the sale of illegal drugs as an adult. Any illegal use or possession of any illegal drug, including but not limited to heroin, cocaine, hallucinogens or any derivative thereof (except marijuana) within the last five years. Illegal possession of anabolic steroids within the last 36 months.
