Job Duties:

Our Finance Department is seeking to fill a Two Procurement Specialist III position to join a team that delivers comprehensive financial and business services while protecting the City's resources.
The Procurement Specialist III will:
- Research, interpret, update and apply existing procurement laws, policies, and procedures to ensure procurement methods utilized by the City are in accordance with City, state and federal laws; instruct internal and external personnel on laws, policies, procedures and critical issues pertaining to each procurement to ensure that applicable guidelines are followed; and analyze internal and external environments for non-compliance with procurement laws, policies, and external environment that could affect the City to ensure that the City is responsive to changes in the procurement process.
- Coordinate competitive negotiation strategies with all parties involved to facilitate the procurement of complex purchases. Revise solicitation documents as necessary to conform with City and state requirements; and solicit proposals and/or bids and plans.
- Organize and direct pre-proposal conferences, evaluation committees, and negotiation teams to provide clarification and to expedite the procurement process. Review or draft award documents to notify vendors of successful bids. Evaluate and respond to questions, complaints, protests, and disputes in an effort to minimize conflicts resulting from the procurement process.
- Interview prospective offerers and bidders to update existing knowledge of market conditions; and assist City departments by providing market information needed for tactical and strategic planning. Assist purchasing staff in securing complex purchases when required.
- Coordinate team projects and supervise staff as required.
- Accurately analyze, evaluate, and assess the variables surrounding requests for highly sensitive and technical procurement;
- Accurately select and implement the most optimal procurement method;
- Effectively instruct, train and direct all parties involved with the procurement; ensure proper procurement laws, policies, and procedures are followed;
- Accurately review and/or draft all necessary documentation;
- Clearly and concisely communicate with public, co-workers, and all levels of City personnel the technicalities associated with the procurement process;
- Accurately present and defend decisions associated with actions taken;
- Effectively coordinate projects to meet applicable deadlines.
This position is eligible for a Hybrid remote work schedule.

Minimum Requirements:
MINIMUMS: Requires any combination of education (above the high school level) and/or experience equivalent to nine (9) years in fields utilizing the required knowledge, skills and abilities and associated with such positions as Buyer, Contract Administrator or Construction Engineer.

Preferences:
The ideal candidate will have experience in municipal public procurement or a related field, as a Buyer or Contract Administrator with working knowledge of federal, state, and local procurement laws, policies, and procedures.
Experience providing instruction and training to parties involved with procurement processes
Experience with procurement software; analysis/selection /implementing procurement decisions.
Certified Public Professional Buyer (CPPB)
Should be proficient in federal, state and local procurement laws, policies, and procedures, including
the Sherman Antitrust Act, Virginia Procurement Code, and the City's Procurement Ordinance.
Be knowledgeable in business and contract law, have experience in procurement methods and procedures, market conditions relating to product and service availability, continuous improvement methods of system, and of automated information computer technologies.
Experience drafting solicitation contracts, related documents, and contract negotiations.
