The IT Unified Communications (UC) Engineer is responsible for designing, implementing, and maintaining the City’s Cisco Unified Communications and Webex platforms to ensure seamless communication and collaboration across the enterprise. This role requires experience in voice, video, and collaboration technologies, a strong understanding of communication protocols, and hands-on experience with IT room and audiovisual (AV) system design. This is primarily an onsite position with some remote working opportunities. This position will be a primary point of contact for new and remodel of city facilities as it relates to IT infrastructure.
Key Responsibilities:
Unified Communications & Collaboration:
Design, configure, and maintain Cisco Unified Communications Manager (CUCM), Unity Connection, and Webex Calling/Meetings Platforms. Service and Integrate with MS Teams, Azure/Entra ID, E911, and other services such as recording and alerting.
Implement and manage SIP trunks, CUBE gateways, and other VoIP connectivity solutions.
Monitor and troubleshoot call routing, QoS, and voice/video traffic to ensure optimal performance.
Support hybrid collaboration environments integrating Webex and Microsoft Teams.
Protocol & Network Expertise:
Configure and troubleshoot SIP, H.323, MGCP and other VoIP protocols.
Ensure secure and reliable connectivity by applying best practices for network segmentation and traffic prioritization.
Work with network engineers to optimize WAN and LAN connectivity for voice and video traffic.
AV and IT Room Design:
Design and implement IT room layouts and AV systems, including conference rooms, training rooms, and large scale meeting environments.
Develop rack elevation drawings, design, cable pathways, provide input on building design as it pertains to IT infrastructure.
Integrate AV components for seamless user experiences.
Develop infrastructure plans to support audio, video, and network requirements.
System Maintenance & Security:
Apply patches and upgrades to UC and AV systems to maintain compliance and security standards.
Conduct regular system audits to ensure reliability and performance.
Document configurations and maintain up-to-date system diagrams.
Project Management & Collaboration:
Lead small projects involving system upgrades, migrations, and new implementations.
Collaborate with cross-functional/Fusion teams to align UC and AV systems with business needs.
Provide technical guidance and mentorship to junior engineers.
*** This position requires in office work hours and offers a hybrid telework schedule within the Virginia and North Carolina surrounding areas.
*** This position requires standby rotation for evenings, nights, and weekend.
*** CJIS/PREA Disclaimer: This position will provide direct support to the City's Public Safety departments and will have physical access to public safety buildings and/or access to confidential and sensitve public safety databases. As such, and in compliance with federal regulations and guidelines, City of Virginia Beach IT staff and contractors must receive a Criminal Justice Information Systems (CJIS) criminal background clearance and may require a Prison Rape Elimination Act (PREA) criminal background clearance prior to employment and annually thereafter while employed or under contract with the City of Virginia Beach. Automatic disqualifiers related to CJIS and PREA criminal background checks apply, including but not limited to US Citizenship and/or minimum ten (10) years of US Residency requirements.
