What are the responsibilities and job description for the Technical Solutions Manager position at City of Virginia Beach?
The City of Virginia Beach Public Works Department is hiring a Technical Solutions Manager to provide departmental oversight and management of the Public Works’ technical resources in coordination with the technology leads within the divisions. Determine priorities, develop strategic technology roadmap, align technology initiatives across the department, identify gaps, propose technical solutions and oversee asset management and work technologies for the department’s infrastructure.
Duties:
Develop long-term departmental technology strategy in collaboration with the Public Works Technology Team Lead and communicate priorities for technology work planning and staff training plans.
Liaison with Public Works Subject Matter Experts and Public Works Technology Team Lead.
Manage department-specific technology implementations in coordination with IT, the Public Works Technology Team, and Public Works Business Application Specialists and Technology Services Managers and assist with the coordination of related departmental process changes and business integration.
Manage and oversee large, long range, or complex projects.
Establish and monitor program priorities, objectives, procedures, and resource needs allocation.
Provide oversight of departmental technical resources and application support responsibilities in a timely manner.
Maintains awareness of emerging technologies and project management techniques by attending in-service training, technical or professional classes, seminars, or conferences to enhance skills, while also serving on departmental and city-wide committees and teams as assigned.
Manage technology-related procurement processes as necessary, including
development of RFP’s, vendor selection, and contract negotiation.
Manage vendor service contracts, relationships, and support issues as necessary.
Coordinate with IT, the Public Works Technology Team, and Public Works Business Application Specialists and Technology Services Managers with respect to the implementation and support of enterprise applications and initiatives, and coordination of related departmental process changes and business integration.
Provide oversight and management of departmental technical resources tasked with project management and application support responsibilities for departmental initiatives to ensure the timely completion of tasks and the accomplishment of defined goals and objectives.
Manage technology-related procurement processes as necessary, including development of RFP’s, vendor selection, and contract negotiation.
Manage vendor service contracts, relationships, and support issues as necessary.
Communicate with departmental leadership to ensure shared understanding of work plans, status, IT standards, change management, and other applicable processes.
Coordinate with IT, the Public Works Technology Team, and Public Works Business Application Specialists and Technology Services Managers to define management tools, dashboards and reporting requirements to assess productivity and efficiency, as well as assist management in making data-driven decisions.
Identify opportunities to improve process efficiency and productivity using technology.
Ensure that Public Works members within the Public Works Technology Team are completing IT-related tasks as well as directly assigned Public Works duties and responsibilities
Attend in-service training, technical or professional classes, seminars, or conferences to improve technical or professional skills. Serve on departmental and city-wide committees and teams as assigned.
Perform other job duties requiring skills, knowledge and physical requirements as demanded by those duties described or less. Individual assignments will be determined by the supervisor based on the current workload and department needs.
