THE DEPARTMENT
The City of Visalia’s Risk Management Division provides a comprehensive range of risk management and administrative services to the City Departments and the general public. The division manages and administers the City’s Employee Safety Program, General Liability and Workers Compensation programs, and Employee Benefits programs.
THE POSITIONThis Management Analyst position will serve as the City's Safety Officer and is responsible for overseeing the City's Safety Programs, including compliance with OSHA safety standards, developing and conducting safety training, administering the City's Safety Committee, and coordinating the administration of workers' compensation and general liability claims. Primary duties performed by the Management Analyst are the following:
- Develop and administer the City’s workplace safety programs and ensuring compliance with OSHA requirements and industry best practices.
- Investigates workplace accidents and injuries to implement corrective measures to prevent future occurrences.
- Administration of the City’s Injury and Illness Prevention Program and oversight of the Safety and Accident Review Committees.
- Works with departments and third-party claims administrators to process Workers’ Compensation and General Liability claims.
- Provides safety training across all City departments.
- Provides staff support in non-routine situations as needed
The ideal candidate for this Management Analyst position, serving as the City's Safety Officer, brings demonstrated experience in workplace safety and risk management, with a strong understanding of workers compensation administration and the California Government Tort Claims Act. We seek someone who can effectively lead the City's safety programs, conduct thorough workplace investigations, and develop practical solutions to prevent injuries and accidents. The right person will excel at delivering safety training, building partnerships across departments, and fostering a culture of safety throughout the organization.
EXPERIENCE AND EDUCATIONAny combination of equivalent experience and education that could likely provide the required knowledge, skill and ability is qualifying. A typical way to obtain the knowledge, skill and ability would be:
- Three (3) years of administrative experience in municipal government.
- Equivalent to a Bachelor's degree from an accredited college or university with major work in political science, public or business administration or a closely related field.
SPECIAL REQUIREMENTS
- Some positions may require possession of or ability to obtain a California Driver's License.
- Specialized training and/or experience may be required for some positions based on the specific duties, knowledge and skills required for the position.
