The City of Waco Seeks
Join our dedicated team at the Health District as a Program Evaluator, where your expertise will play a vital role in shaping public health initiatives that enhance the well-being of our community. We are seeking an organized and analytical individual who is passionate about using data-driven insights to inform and improve health programs. As the Program Evaluator, you will be responsible for planning, organizing, and coordinating comprehensive evaluations across various divisions of the Health District.

Minimum Qualifications:
Required:
  • Masters Degree in Biostatistics, Epidemiology, Public Health, or a related science field
  • 1 year of experience in Public Health
    • Or an equivalent combination of education and experience
  • Texas Driver's License

Position Overview:
Under general supervision, the Program Evaluator will research, analyze and assess public health programs implemented throughout the Health District, compile and write reports; provide guidance on quality assurance and quality improvement needs for programs in the department. *This is a grant funded position.

Essential Functions:
  • Plans, organizes, develops, and coordinates the program evaluations for various divisions in the Health District.
  • Ensures that evaluation plans complement and are consistent with established strategic plans and programmatic requirements and activities
  • Designs, develops, and maintain data collection and program evaluation tools.
  • Conduct routine analysis on program process and outcome data using QA/QI principles.
  • Compare desired and actual program outcomes and prepare written reports and presentations related to the evaluation process and findings.
  • Works with staff and stakeholders to interpret and apply evaluation findings to develop action plans and inform programs and policies within the Health District.
  • Provides public education to resident on a variety of public health topics; establishes and maintains databases.
  • Provides subject matter expertise on evaluation concepts and methods and maintain a working knowledge of established national frameworks and guidelines such as the Centers for Disease Control and Prevention (CDC) Framework for Program Evaluation in Public Health.
  • Adapts communication styles to effectively engage and interact with diverse individuals and groups and apply culturally competent approaches to evaluation practice.
  • Assists PHD staff and representatives from other agencies through technical skills and survey design.
  • Supports the relationship between the City of Waco and the general public by demonstrating courteous and cooperative behavior when interacting with resident, visitors and City staff; maintains confidentiality of work related issues and City information; performs other duties as required or assigned.
  • May be required to respond afterhours, including holidays and weekends, in the event of a departmental or City-wide emergency.

Governance and Organization

Waco is a home rule city with a council-manager form of government. The City Council is comprised of a Mayor, elected at-large, and five City Council members representing single-member districts, all serving two-year terms. The City Council sets the tax rate, approves the budget, appoints members to City boards and commissions, enacts City ordinances, and appoints the City Manager, City Attorney, City Secretary, and the Municipal Court Judge.

The City has a strong Financial Management Policy that guides the operation and delivery of quality City services, contributes to excellent AA and Aa1 bond ratings, and maintains an unassigned fund balance reserve in the General Fund equal to 28% of current year budgeted expenditures. The City of Waco has more than 1,600 employees and a total operating budget of over $400 million.

The City provides a full range of municipal services including a regional airport, animal services, building inspections, code enforcement, convention and visitors bureau, emergency management, housing and community development, economic development, fire, public health, library, municipal court, parks and recreation, planning, police, public works, Texas Ranger Hall of Fame Museum, utilities and zoo operations.
