Scope of work encompasses all aspects of municipal law and legal issues encountered by a large organization having over 500 employees and involved in many diverse activities.

Hiring Range: $90,573.04 - $108,791.80 DOQ (Prorated for part time hours)
Schedule: TBD - Part Time 25 Hours per week

Assistant City Attorneys may be assigned any of the following duties, at the direction of the City Attorney:
  • Prosecute Municipal Code citations in Municipal Court, including those issued by the Police Department, Building Inspection Division, and Public Works Department.
  • Respond to appeals of Municipal Court decisions in the Circuit Court and Court of Appeals.
  • Conduct defense litigation of suits brought against the City.
  • Represent the City in administrative matters including worker compensation, unemployment insurance, employment discrimination, labor grievances, and labor contract negotiations.
  • Advise on land use, zoning, and real estate matters.
  • Negotiate, draft, and review contracts.
  • Provide legal counsel to all City departments, administration, Common Council, committees, boards, and commissions.
  • Monitor City activities to ensure compliance with law, including open meetings and open records laws.
  • Attend meetings of the Common Council, committees, boards, and commissions and provide counsel. Attendance at evening meetings will sometimes be required.    
  • Draft ordinances and resolutions.
  • Monitor legislation affecting municipal matters.
  • In general, perform all legal duties on behalf of the City, as assigned by the City Attorney.
Juris Doctor degree from accredited law school plus 4 – 6 years of experience in a municipal legal department or law firm representing municipalities, good standing in the State Bar of Wisconsin is required; or any equivalent combination of training and experience. The ideal candidate would have the following knowledge and skills, but candidates need not have all to be considered. At a minimum, candidates must show an interest and be willing to learn these areas of law.

Experience in  
  • Court and jury trials.
  • Appeals to circuit and appellate courts.
  • Administrative hearings and proceedings.
  • Working within a large organization.
Knowledge of    
  • Wisconsin municipal, administrative, employment, elections, open meetings and open records, alcohol-licensing, land-use and zoning, eminent domain, utilities, and environmental laws.
  • State and federal constitutional law.
Ability to  
  • Conduct legal research.
  • Draft pleadings, briefs, and other legal documents.
  • Provide prompt, accurate, and comprehensive work product.
  • Establish and maintain professional, effective working relationships with administration, other departments, and the general public.
  • Use computers and standard office equipment.

Skill in    
  • Using Microsoft Office applications, ability to use office technology efficiently.
  • Organizing, interpreting and applying legal principles and knowledge to complex legal problems.
  • Presenting material clearly and logically.
  • Oral and written communications.
  • Legal research, analysis of data, determination of legal strategy and presentation of facts and legal argument.

Necessary Special Requirements
  • License to practice law in Wisconsin
  • Ability to pass a criminal background check.
