What are the responsibilities and job description for the Housing Project Coordinator position at City of Wausau?
Purpose of the Position
The purpose of this position is to coordinate, manage and direct all activities of the Section 8 housing assistance programs for the City of Wausau and Marathon County.
This is a full-time position with the City of Wausau Community Development Authority, 7:00 a.m. to 3:30 p.m., Monday through Friday.
Essential Duties and Responsibilities
- Approves eligibility for admission to the Housing Choice Voucher Program (HCVP) according to HUD guidelines and Wausau Community Development Authority (WCDA) criteria.
- Prepares and issues correspondence with applicants, program participants, landlords, and relevant agencies.
- Schedules appointments, performs briefings, hearings, and coordinates Housing Assistance Payment (HAP) contracts with program participants and landlords.
- Reviews and verifies income, assets, utilities, family composition, and other documentation relative to HCVP eligibility and continued participation.
- Completes file audits, rent calculations, recertifications, and initiates repayment agreements when necessary.
- Assists in development of the annual HCVP budget.
- Interprets U.S. Housing and Urban Development (HUD) regulations and policies and disseminates information to staff, landlords, program participants, and relative agencies.
- Maintains the HCVP forecasting tool and works closely with HUD to preserve program efficiency.
- Oversees monthly HAP payments to landlords and completes monthly review of EIV, PIC, and VMS submissions to HUD.
- Assists with the annual Section Eight Management Assessment Program (SEMAP) certification reporting and WCDA audit.
- Administers HCVP Portability, Tenant Protection vouchers, and other voucher programs.
- Oversees rent reasonableness and unit inspections for suitability relative to unit size and Housing Quality Standards (HQS) specifications.
Additional Duties and Responsibilities
- Initiates files. Culls inactive files.
- Prepares advertisements and waiting lists.
- Performs various duties and special projects as assigned.
- Conducts HQS or VNSPIRE inspections
Minimum Requirements
Education and Experience Requirements
High school diploma with supplemental education and one or more years of Housing Choice Voucher Program (HCVP) experience is preferred, or any combination of education and experience that provides equivalent knowledge, skills, and abilities. A valid Wisconsin motor vehicle operator’s license or access to transportation is required.
Must have the ability to obtain the following HUD/WHEDA-approved certifications within 18 months of hire:
- Housing Choice Voucher (HCV) Program Management
- Housing Quality Standards and/or VNSPIRE
- Housing Choice Voucher (HCV) Specialist
Knowledge, Skills and Abilities
- Microsoft Word – Intermediate Microsoft Excel – Intermediate Microsoft Power Point - Intermediate
- Ability to analyze and categorize data and information to determine the relationship of the data with reference to established criteria/standards. Ability to compare, count, differentiates measure and/or sort data, as well as assembles copy and record and transcribes data and information. Ability to classify, compute and tabulate data.
- Ability to persuade, convinces, and/or trains others, including the ability to act in a lead worker capacity. Ability to advise and interpret how to apply policies, procedures and standards to specific situations.
- Ability to utilize a variety of advisory data and information such as financial statements, housing applications, time sheets, inspection lists, income statements, a variety of housing program reports, State and Federal administrative codes, ordinances, computer software operating manuals, procedures, guidelines and non-routine correspondence.
- Ability to communicate orally and in writing with attorneys, landlords, bankers, real estate personnel, Community Development personnel and City, County, State and Federal housing agency personnel.
- Ability to calculate percentages, fractions, decimals, volumes, ratios, present values, and spatial relationships. Ability to interpret basic descriptive statistical reports.
- Ability to use functional reasoning in performing influence functions such as supervising, managing, leading, teaching, directing and controlling.
- Ability to exercise the judgment, decisiveness and creativity required in situations involving the evaluation of information against sensory and/or judgmental criteria.
- Ability to operate equipment and machinery requiring simple but continuous adjustments, such as computer keyboard/typewriter.
- Ability to coordinate eyes, hands, feet and limbs in performing semi-skilled movements such as data entry.
- Ability to exert very moderate physical effort in sedentary to light work, typically involving some combination of stooping, kneeling, crouching and crawling, lifting, carrying, pushing and pulling.
Physical and Working Environment
Limited exposure to disagreeable elements such as dirt, temperature fluctuations, and/or limited exposure to weather conditions. Limited travel. Normal mental and visual attention is required. Light physical demands to include bending, twisting, turning, and light lifting. Limited exposure to workplace hazards.
