Description
DEFINITION : Under general direction, manage and coordinate the activities of the City's purchasing function; coordinate purchasing activities with other departments and outside agencies; provide highly responsible and complex administrative support to the Finance Director; and perform other duties as assigned.
DISTINGUISHING CHARACTERISTICS : This is a single-incumbent management classification. The employee receives general supervision from the Finance Director and and supervises assigned staff.
Duties and Responsibilities
- Manage the overall operations of the purchasing function including the development and implementation of goals, objectives and operating procedures.
- Coordinate with city staff to determine purchasing needs and sources.
- Work with all the departments in regards to addressing requisition, purchase order, and credit card questions.
- Manage credit card account and invoice purchases for the City of Waxahachie
- Investigate inquiries pertaining to various purchases.
- Research new and alternative sources of supplies, materials, equipment and suppliers; assures the solicitation of bids.
- Research and analyze opportunities for standardization of materials equipment.
- Prepare bid specifications and recommends acceptance of bids.
- Review and evaluate supplier's proposals to determine compliance with stated specifications and conditions; advises and confers with various departments; and recommends award of purchasing contracts based on adherence to specifications.
- Authorize purchase requests, identifies available resources, determines procurement methods, selects suppliers and directs issuance of purchase orders.
- Create a mutual business relationship with vendors and make sure financial information for Waxahachie and for the vendor is completed for future business endeavors.
- Direct specialized functions or activities of the City (i.e., City auction) and other special research projects assigned by the finance director
- Maintain awareness of current and changing market conditions, product development, and sources of supply.
- Attend and participate in professional group meetings; stay abreast of new trends and innovations in the field of purchasing.
- Respond to and resolve difficult and sensitive inquiries and complaints.
- Perform other duties as assigned.
