DEFINITION :
Under the general supervision of the Assistant Director of Utilities, the Utility Engineer - Project Manager is responsible for performing work related to the planning, development, and management of the Utility Department's Capital Improvement Projects (CIP) to ensure that all city's utility structures, sanitary sewer, and water infrastructure are designed and constructed to operate safely and efficiently and perform other duties as assigned.
DISTINGUISHING CHARACTERISTICS :
This is a single-incumbent professional classification and receives general supervision from the Department's Assistant Director and may supervise a graduate engineer and / or a project coordinator.
Duties and Responsibilities

- Responsible for managing, reviewing, and approving the design of Utility's Capital Improvement Projects to ensure compliance with the City of Waxahachie's code of ordinances, Texas Commission on Environmental Quality requirements, generally accepted engineering practices and techniques, and other agency regulations.
- Review plans, construction documents, and cost estimates for water and sewer capital improvement projects (Pipelines, Pump Stations, Gravity Sewer, Force mains, Lift Stations, and Treatment plants infrastructure).
- Monitor and evaluate projects and project processes at varying stages (e.g. planning, design, permitting, construction) to recommend amendments and strategies to ensure high-quality, cost-effective, and on-time project completion.
- Utilize and maintain the construction project management software for monitoring project scopes, budgets, and schedules.
- Manage and coordinate with design engineers and construction contractors to meet project scope, budgets, and milestones.
- Serve as the Utility Department lead representative in requesting proposals, reviewing and providing recommendations for new and rehabilitation of Utility infrastructure including but not limited to engineering design, construction oversight, special services, right of way needs, and cost estimates.
- Monitors design and construction contracts budget encumbrances and transfers. Closes out projects per established city procedures.
- Monitors and maintains records to track project funding sources, including the allocation of funding for various project costs, and identifying project surpluses or shortfalls.
- Oversee and administer, as needed, water and wastewater hydraulic analysis using the city's water and sewer models.
- Review engineering studies and reports for conformance with city standards and applicable requirements.
- Participate in consultant selection and negotiation of professional service contracts and manage design services and construction contracts for water and sewer capital improvements.
- Coordinates with Procurement Services, Public Works Department, and Utility Department's team on drafting of contracts, advertisement of bids, and execution of contracts.
- Assist the Public Works Department in administering the construction of water and sewer projects.
- Coordinate, design, review, and update all standards and specifications for projects related to water and sewer improvements, etc.
- Manage, coordinate, or participate in the preparation and implementation of master plans, subdivision ordinances, and other regulations and studies.
- Prepare written reports and agenda items for various Utility Department-oriented meetings, commissions, and City Council.
- Review, recommend, prepare / maintain reports, and support information for Utility Capital Improvement Projects.
- Serve as Utility Engineering representative to various outside agencies; TxDOT, North Central Texas Council of Governments, consulting engineers, architects, etc., as directed.
- Participate in the coordination of water and wastewater system capital improvements correspondence with the Texas Commission of Environmental Quality (TCEQ) and associated State and Federal agencies.
- Provide Engineer-stamped designs for a variety of smaller city utility infrastructure projects.
- Recommend additions and / or revisions to the City's utility ordinances and construction specifications as deemed necessary.
- Maintain a good working relationship with the public works engineering team and all other city departments and employees.
- Review water and sewer plans for commercial and residential development for sound engineering practice, compliance with regulations, and conformance with master plans as requested.
- Stay abreast of best practices in the engineering field.
- Attend meetings and conferences as requested or approved.

Work Environment :
Work is performed primarily in an office setting with some potential for exposure to safety and health hazards related to and as found in water and wastewater field operations, water and wastewater treatment plant environments, and construction sites. Work may require exposure to outside weather conditions. Certain positions within the classification may require availability to work a flexible schedule.
