Interested applicants are encouraged to apply as soon as possible for full consideration.Under general direction of the Senior Director of Building & Community Services, the Facility Maintenance Manager is responsible for overseeing and managing the daily operations of the Facilities Maintenance Division of the Building and Community Services Department. This position provides strategic planning as it relates to city facilities by making recommendations, managing the division’s budget, supervising assigned staff, participating in short and long-term planning, and overseeing service contracts. In addition, this position monitors and troubleshoots complex systems, including but not limited to heating, ventilation, and air conditioning, electrical, plumbing, and security.DISTINGUISHING CHARACTERISTICS: This position supervises Facility Maintenance personnel and reports to the Director of Building & Community Services.

EXAMPLE OF DUTIES
The duties listed below represent the various types of work that may be performed. The omission of specific statements of duties does not exclude them if the work is related or a logical assignment to this class.Manages the daily operations of the Facility Maintenance division including supervising assigned staff; planning, coordinating, prioritizing, and evaluating work activities; establishes and maintains performance and customer service standards; trains, counsels, disciplines, and conducts performance evaluations. Participates in developing department goals, objectives and systems by recommending new approaches, policies and procedures to effect continual improvements in efficiency of the department and services performed. Oversee work orders and resolve any issues as they arisePrepare monthly Facilities Maintenance reports related to work orders and improvement requests.Identifies, assesses, and contracts for services of private contractors, as necessary, to perform maintenance services beyond the abilities of City staff. Assists in pre-bid and pre-contract execution meetings, and develops detailed project plans and schedules for buildings requiring maintenance and/or repair.Provides work direction and leadership to assigned maintenance projects, including scheduling and assignment of duties for project management efforts.Assesses, plans, and directs maintenance services for preventive and corrective projects.Develops preventative maintenance programs and schedules for all facilities and equipment.Reviews paperwork generated by staff and required by City policy and directives.Directs contracted projects to verify adherence to specifications and budget restraints.Submits recommendations on budget requirements based on building needs.Collaborate with the Director to oversee both budgeted and non-budgeted projects while keeping management informed of the division’s daily activities.Monitor online HVAC systems to ensure systems are operating optimally in all city operated facilities.Oversees all external vendor contracts, such as HVAC, elevator, and janitorial cleaning services for city operated facilities.Perform other duties as assigned.EMPLOYMENT STANDARDS: Knowledge of: Project management skills necessary to effectively track progress of multiple initiatives and goals.Operations, services and activities of department.Understanding of general information presented on construction plans.Familiarity with Building Code and Construction terminology.General knowledge of City policies, procedures and ordinances.Working and maintenance of HVAC equipment, plumbing techniques, electrical or refrigeration principles. Audio/visual equipment set up and use. Pertinent Federal, State and local laws, codes and regulations.Basic mathematical calculations.Methods and techniques of report preparation. Basic principles and procedures of record keeping.Operational characteristics of modern office equipment and tools including a computer.Various aspects of all departments found within the umbrella of Facilities Management.Ability to: Ability to establish and maintain record keeping or work log systems.Organize and review the work of contract labor. Interpret and apply Federal, State and local policies, laws, and regulations.Understand and follow oral and written instructions.Work independently in the absence of supervision.Interpret, explain, and enforce departmental policies and procedures. Operate a variety of light power equipment in a safe and effective manner.Propose solutions and make immediate decisions regarding facility operations.Read and understand blueprints, shop drawings, and sketches. Communicate clearly and concisely, both orally and in writing.Establish and maintain effective working relationships with those contracted in the course of work. Plan, organize, direct and coordinate the work of subordinate employees.Utilize various computer applications to optimize department operations.Prepare, administer and monitor the division’s budget and performance standards and goals to ensure department/division objectives are met.
