Job Summary :
Under administrative direction of the Superintendent, supervises the day-to-day operation of the City's maintenance programs; participates in the planning and coordination of maintenance projects; and does related work as required, including streets, sewers, and public facilities.
Examples of Duties
Essential Functions :
- Assists in the overall planning and organizing of all City work projects.
- Relates projects to crews and gives directions on equipment, procedures, staff utilization, and scheduling.
- Reports to work sites and participates with lead worker in inspecting the site, assigning specific duties to personnel, directing the positioning of equipment, checking materials, and initiating work activities.
- Periodically reviews crew work activities and inspects completed projects.
- Addresses and resolves work problems either independently or in conjunction with the lead workers or Superintendent.
- Confers with the Superintendent on projects and keeps the Superintendent advised on work progress.
- Enforces City rules regarding employee conduct and safety practices; may participate in the selection process for new employees, employee performance evaluation, administration of performance improvement plans, and other personnel processes.
- Coordinates work of crews supervised with other maintenance crews and City departments.
- Drafts requisitions for supplies, tools, materials, and equipment.
- Assists in preparation of the budget through providing information and advice on needed staffing, equipment, supplies, and materials.
- Directs the reassignment or transfer of personnel and equipment in response to emergency situation or as directed by the Superintendent.
- Responds to Superintendent on public inquiries on work projects.
- Maintains records and submits oral or written reports on projects.
- Performs other related duties as assigned or as the situation requires.
Typical Qualifications
Required Knowledge :
Knowledge of : Principles of supervision and safety precautions, tools, materials, methods, and procedures employed in street, sewer and public facility maintenance work.
Experience and Training Guidelines :
Qualifying for consideration in the selection process will be based on the description listed above under Knowledge and Abilities, and a combination of the Experience and Education requirements described below.
Experience :
Three years, experience in street, sewer or public facility maintenance and repair work, including two years in a lead or supervisory capacity.
Education :
College coursework in engineering, public administration or a related field is desirable.
Physical Requirements :
This position also requires extensive and repetitive physical activity involving the arms, wrists, and hands, including writing and using a keyboard. It also requires physical abilities associated with the ability to read, write and communicate in a work environment requiring no extraordinary physical strength or other special physical qualifications.

A valid Class C California Driver's License with a satisfactory driving record is required. A valid Class A Driver's License endorsement is highly desirable.

EMPLOYEE BENEFITS - MID-MANAGEMENT EMPLOYEES
Effective 07 / 01 / 17, in Accordance with Successor Memorandum Of Understanding
PAID FIXED HOLIDAYS - 6 full days annually.
PAID HOLIDAY CLOSURE - December 24th through January 1st.
FLOATING HOLIDAYS - 40 hours annually.
ADMINISTRATIVE LEAVE - 60 hours annually.
ANNUAL SICK LEAVE CASH-OUT OPTION - Up to 40 hours annually.
ANNUAL VACATION LEAVE CASH-OUT OPTION - 40 hours is less than 5 years of service; 80 hours if 5 or more years of service.
VACATION - All full-time employees accrue 80 vacation hours per year. Upon completion of one year of service an additional 40 hours will be provided.
SICK LEAVE - Eight hours per month accrued by full-time employees for sick leave. There is unlimited accumulation, and the City has an annual payoff plan for unused sick leave, plus a payoff plan upon termination.
HEALTH INSURANCE - Effective July 1, 2018, The City's contribution to medical premiums for all new unit employees hired on or after July 1, 2018, shall be capped in accordance with the following schedule :
Single : $550 / month 2-Party : $950 / month Family : $1,250 / month
Employees covered by a health insurance plan outside of the City's plan will receive $300 / month.
Employees hired on or prior to June 30, 2018, receive a City contribution up to the corresponding Los Angeles Region Kaiser rate per month (Employee only, Employee plus one, or Employee plus 2 or more (family) towards health coverage through the Public Employees' Retirement Systems (PERS).
DENTAL PROGRAM - A dental program is offered to all employees at group rates. The City contributes up to $62.23 per month towards premiums.
VISION PLAN - City-paid vision plan for employee and their dependents with no cost to the employee.
LIFE INSURANCE - The City provides a life insurance plan that provides protection in the amount of $100,000 and a post-retirement death benefit in the amount of $10,000.
LONG-TERM DISABILITY PLAN - The City covers the entire cost for this premium. There is a 6-month waiting period before an employee is eligible, and the plan covers up to a maximum of 60% of the employee's gross salary up to the age of 65.
RETIREMENT - The retirement formula is for new employees meeting CalPERS' classic membership criteria. Effective January 1, 2013, new employees enrolling in membership in the CalPERS system will receive The employee pays their portion of the retirement contribution to the California Public Employees' Retirement System (CalPERS). Options include single highest year, military buyback service credit and service credit for unused sick leave. The City does not participate in Social Security.
RETIREMENT HEALTH SAVINGS PLAN - Monthly City ($100) and employee ($25) contributions are made toward a retiree health savings plan.
TUITION REIMBURSEMENT - The City provides up to $1,500 annually for eligible tuition expenditures.
BEREAVEMENT LEAVE - Up to 40 hours per occurrence may be granted.
DEFERRED COMPENSATION - Deferred Compensation is provided in the amount of $150 / month.
BILINGUAL ALLOWANCE - Eligible employees receive $100 per month upon successful completion of bilingual examination.
SECTION 125 - The City has established a program consistent with Section 125 of the IRS Code, which enables employees to voluntarily use pre-tax earnings for medical, dental, and dependent care expenses.
