What are the responsibilities and job description for the Property Appraiser I or II position at City of West Fargo?
Under general supervision, the Property Appraiser I is responsible for the review and appraisal of real property for tax assessment purposes, primarily on non-complex properties.
Property Appraiser II additions: including complex residential properties- Assists in assessing functions focused on residential property valuation and equalization to ensure compliance with the laws of North Dakota.
- Analyzes property characteristics, make educated judgements on elements of value, record findings, and establish values.
- Reviews current data such as dimensions, quality, and condition for appeal and reassessment purposes.
- Reviews current data and current comparable property sales to ensure equitable assessments.
- Attends ongoing formal training in real estate and appraisal in order to keep informed of the continually changing nature of this field, and to maintain licensing requirements.
- Provides information as requested to the public in a courteous and informative manner.
- Reviews residential sales information to keep informed of market trends, and to ensure only appropriate sales are used for state ratio.
- Investigates claims of possible valuation inequities using focused appraisal techniques, and provide findings in a clear and concise manner.
- Inspects building permit projects, maintaining detailed notes, and establish values.
- Uses tools such as tablets, laser measures & tape measures to ensure accuracy and efficiency in work.
- Reviews new submitted blueprints & plans and transfer information into CAMA sketch system.
- Develops and utilizes database queries for property record analysis purposes.
- Assists in general computer records maintenance.
- Works safely, follows safe work practices, and identifies and reports unsafe work conditions.
- Performs other duties as required or assigned.
- Leads and helps coordinate assessing functions focused on residential property valuation and equalization to ensure compliance with the laws of North Dakota.
- Attends advanced formal training in real estate and appraisal in order to keep informed of the continually changing nature of this field, and to maintain licensing requirements.
- Provides information as requested to the public in a courteous and informative manner, primarily on expensive and complex residential properties.
- Inspects building permit projects, maintaining detailed notes, and establish values on primarily expensive or complex residential property.
- Directly involved with general computer records maintenance.
- Provides technical assistance and guidance to the Property Appraiser I.
- Bachelor degree in business, real estate, or a closely related field.
- An equivalent amount of education and/or experience is acceptable.
- Requires a valid driver’s license.
- Requires strong oral and written communication skills.
- Ability to create and maintain effective working relationships with peers, superiors, other City departments, vendors, contractors, external government agencies and organizations.
- Requires the ability to obtain a North Dakota Class I Assessor certification within three years.
- Requires two years of experience in real estate appraisal.
- Requires a North Dakota Class I City Assessor certification.
PREFERRED QUALIFICATIONS
- Previous appraisal and/or assessing experience.
