Under general direction, responsible for inspecting, licensing, and monitoring out-of-school time programs and centers in compliance with all DOH, DCF, ELC, and Primetime requirements; and other related responsibilities.

DUTIES AND RESPONSIBILITIES (Which are not in any hierarchical order)

1. Assumes full responsibility for licensing and relicensing out-of-school time programs, in compliance with DOH, DCF, ELC, Primetime, and others.

2. Inspects childcare facilities by following standard licensing procedures to ensure compliance with childcare regulations.

3. Enforces childcare regulation in City out-of-school time programs.

4. Identifies and documents instances of noncompliance that could potentially lead to enforcement actions to ensure health/safety and welfare of children.

5. Prepares written documents including correspondence, grant applications, or reports as required.

6. Investigate and resolve complaints and concerns as may be generated by others.

7. Interviews and recommends hiring, training, and counseling employees, completing employee performance appraisals, and disciplinary actions, and maintaining payroll, and attendance records.

8. Develops annual budget, monitor expenditures, and approves purchases, maintains financial and participant activity reports.

9. Plans, organizes, and conducts weekly staff meetings and makes/monitors staff assignments.

10. Research to stay current with all childcare regulations and licensing requirements.

11. Oversee the Childcare Food Program.

12. Coordinate with staff, outside agencies, and program participants to ensure compliance.

13. Performs other related duties as assigned.

Pay Grade 59

$29.66 Hourly

Qualifications


Bachelor’s degree with a major in Early Childhood Education, Education, Recreation, Leisure Management, or a closely related field (education will be verified using the “Education Requirements” listed below) and three (3) years of experience in a childcare program is required, or equivalent combination of training and experience. One (1) year of lead work or supervisory experience is required. Childcare Director’s Credential is preferred or may be required within one (1) year of employment.

First Aid and CPR Certification are required, or the ability to obtain within six (6) months from date of employment. Successful completion of Childcare Training Courses to meet current requirements from the Early Learning Coalition and Florida Department of Children and Families is required, or the ability to obtain within six (6) months of employment.

A current and valid State of Florida Class E driver’s license is required.

Special Driving Requirements

  • Have not lost any driving privileges by reason of revocation, suspension, or denial of license, or have been convicted and/or had an adjudication withheld of three or more moving violations.
  • Have not had one DUI (Driving Under the Influence) in any preceding twenty-four (24) month period. License suspension of two weeks or less or suspensions based only on non-moving violations that have been cleared will not automatically result in revocation of driving privileges.
  • Have not had more than one DUI (conviction or adjudication withheld) in Florida or any other state within the past ten (10) years.

Education Requirements: To be considered valid (or verified) for position qualification purposes, and consistent with City Hiring Policy 4-5, a High School, GED or equivalent diploma, and all higher education degrees or certifications must have been issued by:

a) a public education institution in the State of Florida or any State or Territory of the United States; or
b) an institution accredited by an accrediting organization that is recognized by the Florida Department of Education or the U.S. Department of Education; or
c) an institution that is accredited by an organization that is recognized by the Council for Higher Education Accreditation (CHEA); or
d) an institution whose degree or certification is accepted by institutions identified in either a), b), or c), above, for the purpose of admission to institutions identified in either a), b), or c) above.


International degrees will be evaluated to determine if they satisfy qualification requirements.

State of Emergency:
When normal operations of City departments are suspended or interrupted due to a declaration by the Mayor that a state of emergency exists, all employees will be deemed critical by the City. For the preparation and/or continuation of emergency operations or for special work detail, employees deemed necessary shall be required to work. Employees deemed critical by the City but not needed for the initial preparation and/or continuation of emergency operations or for special work detail may be directed not to report to work, and given paid administrative leave or they may be reassigned to another location that best meet the needs of the City.
