What are the responsibilities and job description for the Code Compliance Manager position at City of West Palm Beach?
Under general supervision reorganizes, supervises and manages the Code Enforcement Division, coordinates the activities of the division with other departments within the City. Educates citizens and community groups regarding code compliance; and performs other related duties as assigned.
The ideal candidate will possess strong leadership skills with a strong background administering an enforcement division and related quality of life functions, including hands on supervision and mentoring of enforcement officers. This is a new position and reports to the Director of the Housing & Community Development Department. The position will have the job title of Code Compliance Manager or Code Enforcement Manager.
DUTIES AND RESPONSIBILITIES (Which are not in any hierarchical order)
1. Oversees the administration of the code enforcement system of inspections, case management, reporting, case resolution, compliance, Special Masters hearings, and code enforcement liens.
2. Supervises, directs, and evaluates assigned staff, processing employee concerns and problems, directing work, counseling, disciplining and completing employee performance appraisals; interviews and selects new employees.
3. Responsible for the training of the code enforcement officers and maintenance of proper credentials.
4. Directs division operations; formulates and implements policies and procedures for the division; prepares and administers division budget; monitors and tracks expenditures; oversees receipt of fines and related record keeping; directs funds received from fines into appropriate projects.
5. Interfaces and coordinates with the Police Department, Planning and Zoning, Construction Services, Law Department and any other involved departments to ensure effective enforcement of the codes of the City.
6. Interprets and enforces the provisions of applicable federal, state and local codes, ordinances, laws, rules, regulations, standards, policies and procedures, ensures fair enforcement of ordinances; initiates any actions necessary to correct deviations or violations.
7. Develop new code ordinances and devise and implement policies and procedures to make sure that codes are followed.
8. Provides information and technical expertise concerning code violations and code enforcement issues; provides technical support to other departments.
9. Responds to more difficult or complex complaints; researches problems, makes recommendations, and initiates problem resolution; discusses problem areas with property owners, property managers, and contractors; mediates disputes; resolves unusual problems.
10. Prepares or completes various forms, reports, correspondence, agenda items, production reports, work orders, purchase requisitions, budgets, performance appraisals, training materials, citations or other documents.
11. Responsible for managing the contracts by and between the City and its contractors for board and secure, lot clearing, removal of inoperative vehicles and assuring that amounts expended by the City are properly assessed to property owners.
12. Liaise between the City and its neighborhoods with respect to attaining code compliance.
13. Provides education and information to the community; gives speeches and presentations; prepares/distributes educational materials.
14. Performs other related duties as assigned.
Salary
Depending on qualifications the starting salary for this position will be in the range of (Pay Grade GM04):
$94,653 $120,446 $146,239

Qualifications
Associates degree supplemented by vocational/technical training in code enforcement (education will be verified using the “Education Requirements” listed below) and seven (7) years of prior experience in code enforcement or public relations is required, or any equivalent combination of training and experience. Three (3) years of lead work or supervisory experience is required.
Must possess the F.A.C.E. (Florida Association of Code Enforcement) Level I Certification or the ability obtain certification within one (1) year from date of employment.
A current and valid Florida driver’s license is required. For application purposes, a valid driver’s license from any state (equivalent to a State of Florida Class E) may be utilized; with the ability to obtain the State of Florida driver’s license within thirty (30) days from date of employment.
Education Requirements: To be considered valid (or verified) for position qualification purposes, and consistent with City Hiring Policy 4-5, a High School, GED or equivalent diploma, and all higher education degrees or certifications must have been issued by:
International degrees will be evaluated to determine if they satisfy qualification requirements.
Special Driving Requirements:
- Have not lost any driving privileges by reason of revocation, suspension or denial of license, or have been convicted and/or had an adjudication withheld of three or more moving violations.
- Have not had one DUI (Driving Under the Influence) in any preceding twenty-four (24) month period. License suspension of two weeks or less or suspensions based only on non-moving violations that have been cleared will not automatically result in revocation of driving privileges.
- Have not had more than one DUI (conviction or adjudication withheld) in Florida or any other state within the past ten (10) years.

The selection process for this position may consist of any, all or a combination of the following tests: evaluation of training and experience, written examination, structured oral interview or other assessment method.
State of Emergency: When normal operations of City departments are suspended or interrupted due to a declaration by the Mayor that a state of emergency exists, all employees will be deemed critical by the City. For the preparation and/or continuation of emergency operations or for special work detail, employees deemed necessary shall be required to work. Employees deemed critical by the City but not needed for the initial preparation and/or continuation of emergency operations or for special work detail may be directed not to report to work, and given paid administrative leave or they may be reassigned to another location that best meet the needs of the City.
