What are the responsibilities and job description for the Parking Access and Revenue Control Systems Technician position at City of West Palm Beach?
Under close supervision, provides technical support in the installation, maintenance, and repair of parking meters, garage Parking access and revenue control systems (PARCS) equipment and other parking devices; Performs other related duties as assigned.
DUTIES AND RESPONSIBILITIES (Which are not in any hierarchical order)
1. Installs and remove and digital meters, as required, due to street or building construction; installs new meters as required by department.
2. Installs, repairs, and maintains garage PARCS and on street parking meters.
3. Disassembles, cleans, repairs, lubricates, adjusts, and reassembles digital parking meters and revenue equipment; performs "coin check" and calibration check for proper timing on mechanical and digital meters.
4. Makes Street inspections of mechanical and digital meters to determine proper functioning; responds to complaints of malfunctioning mechanical and digital meters and repairs or replaces as required; removes and installs mechanical and digital meters as required; maintains accurate records on all mechanical and digital meters in zone.
5. Troubleshoots and diagnoses malfunctioning electronic parking devices; repairs, rebuilds and replaces related equipment.
6. Responds to complaints of malfunctioning PARCS equipment & electronic meters and repairs or replaces as required.
7. Collects revenue (bills and coins) from electronic multi-space meters.
8. Repairs or replaces signs that have been damaged or broken loose.
9. Maintains department vehicle and equipment in terms of safe operation, appearance, security, and preventive maintenance.
10. Performs duties on an as-needed basis. Inspects, cleans, clears, resets meter & PARCS equipment coin, bill, and credit card acceptors; clears and replaces receipt paper.
11. Installs and replaces batteries and other basis electrical components on electronic multi-space meters.
12. Conducts preventive maintenance (weekly, six weeks and quarterly) cleans, trouble shoots, label replacement. Assists in ancillary supplies purchases.
13. Employees in this class may be required to work nights, weekends, and holidays, as necessary, to perform assigned responsibilities.
14. Uses small and large tools in the performance of the duties.
15. Completes proper paperwork to keep accurate repair records and to certify timing accuracy of meters.
16. Maintains parking facilities and stripes parking.
Salary
$19.02 Hourly (Pay Grade 41)

Qualifications
High school diploma or GED (education will be verified using the “Education Requirements” listed below) and two (2) years of technical experience in equipment repair, preferably in meter maintenance is required, or any equivalent combination of training and experience.
A current and valid Florida driver’s license is required. For application purposes, a valid driver’s license from any state (equivalent to a State of Florida Class E) may be utilized; with the ability to obtain the State of Florida driver’s license within thirty (30) days from date of employment.
Education Requirements:
To be considered valid (or verified) for position qualification purposes, and consistent with City Hiring Policy 4-5, a High School, GED or equivalent diploma, and all higher education degrees or certifications must have been issued by:
a) a public education institution in the State of Florida or any State or Territory of the United States; or
b) an institution accredited by an accrediting organization that is recognized by the Florida Department of Education or the U.S. Department of Education; or
c) an institution that is accredited by an organization that is recognized by the Council for Higher Education Accreditation (CHEA); or
d) an institution whose degree or certification is accepted by institutions identified in either a, b or c above for the purpose of admission to institutions identified in either a, b, or c above.
International degrees will be evaluated to determine if they satisfy qualification requirements.
Special Driving Requirements:
Have not lost any driving privileges by reason of revocation, suspension or denial of license, or have been convicted and/or had an adjudication withheld of three or more moving violations.- Have not had one DUI (Driving Under the Influence) in any preceding twenty-four (24) month period. License suspension of two weeks or less or suspensions based only on non-moving violations that have been cleared will not automatically result in revocation of driving privileges.
- Have not had more than one DUI (conviction or adjudication withheld) in Florida or any other state within the past ten (10) years.
