Additional screening criteria will be developed based on the supplemental questionnaire.DEFINITION: The Financial Specialist coordinates the financial, statistical and accounting functions of the department; participates in the preparation of the department's annual budget; assists with the monitoring of the department budget; audits the cash management practices of the department; and may perform a variety of administrative and clerical tasks.
SUPERVISION RECEIVED AND EXERCISED: The Financial Specialist receives general direction from the department head and/or their designee. No direct supervision of staff is exercised. Responsibilities may include the indirect supervision of lower level and/or part-time staff.
CLASS CHARACTERISTICS: The Financial Specialist is a single, journey level classification that coordinates financial, statistical, and accounting functions of the department. - Interprets, implements, and enforces City policies and procedures relative to financial record keeping activities in the department.
- Participates in the preparation and monitoring of the department budget.
- Provides technical assistance on budget matters to others in the department.
- Assists in the development of the department's cash management policy and procedures.
- Serves as the department's primary liaison to the Administrative Services Department's Finance Division.
- Identifies and resolves discrepancies in departmental financial records.
- Compiles department financial data and prepares financial reports and analyses.
- Performs special projects, studies, and collects and compiles statistical and financial data for special reports.
- Performs tasks using software related to budgeting, including databases, automated accounting systems, spreadsheets and word processing.
- Assists in the investigation and application process for possible grans for the department.
- Assists with tracking of grant fund utilization and accounting.
- Performs administrative and clerical tasks for the department head and/or his/her assigned staff.
Education: High school diploma or equivalent plus thirty (30) college semester units including course work in accounting and business administration.
Experience: Two (2) years of increasingly responsible experience in the maintenance of financial and related statistical reports. An additional one (1) year of responsible related experience may be substituted for fifteen (15) of the thirty (30) college semester units.
LICENSES AND CERTIFICATES: Possession of a valid Class "3" or "C" California driver license.
Salary : $64,284 - $78,324
