AIRPORT MANAGER/DEPARTMENT HEAD POSITION
GENERAL STATEMENT OF DUTIES AND RESPONSIBILITIES
The Barnes-Westfield Regional Airport Manager/Department Head plans, organizes, and directs the operations, maintenance, and development of the Westfield-Barnes Regional Airport under the direction of the Airport Commission. Responsibilities include safety, business development, community relations, fiscal oversight, marketing, and strategic planning; performs related work as required.
SUPERVISION
The Airport Manager/Department Head operates within the policy guidelines established and documented by the Airport Commission, in conformity with regulations of the Federal Aviation Administration (FAA), State of Massachusetts Department of Transportation (MA DOT), Massachusetts General Laws, section 90 51E and applicable codes required by the City of Westfield. The manager performs duties requiring a high degree of individual initiative and independence from direct supervision. This position operates under a 3-year term and is appointed and reports to the Westfield Airport Commission. The manager is expected to operate within the parameters of good judgment, established business practices and the law.
The manager is expected to supervise, both directly and through subordinates, all personnel of the Airport Department. The Airport Manager shall perform annual appraisals in accordance with City policy. The manager shall work with the staff to develop their full potential with emphasis on developing aviation related subjects.
ESSENTIAL DUTIES AND RESPONSIBILITES:

Business Duties
- Responsible for the day-to-day business operation and administration of the Airport. Ensures that terms of all leases and agreements with tenants and users are enforced. Responsible for ensuring that both new and renewed leases are negotiated in accordance with Commission policy, Federal and State Laws, and City Ordinances.
- Promotes public recognition, acceptance, and development of a favorable atmosphere for the growth of the airport as an essential element of the community infrastructure. Explores growth opportunities at the airport. Acts as the primary point of contact negotiating new business at the airport under guidance of the Airport Commission and City staff to realize opportunities.
- Acts as a liaison between the Airport Commission and the City of Westfield by attending and participating in all City department head meetings, City Council meetings, or other such meetings as requested to attend.
- Recommends annual budget and capital improvement plans for Airport Commission approval. Presents and advocates for Commission approved budget during City budget process. Monitors and review revenue levels and expenditures to ensure adherence to budget limitations. Accordingly, makes recommendations regarding adjustments to Airport rates and charges to the Airport Commission.
- Oversees department purchases and disposition of surplus property in conformity with City policies.
- Responsible for presenting policy matters to the Airport Commission for approval. Submits annual goals and objectives to Commission. Attends all Airport Commission meetings unless excused.
- Conduct monthly meeting with the Mayor to review airport issues, concerns, and /or obstacles.
- Promotes a positive public relations program to ensure favorable public image through personal contact and public appearance. Actively participates in conferences and meetings of aeronautical and civic organizations relative to the promotion of aviation activity in the community.
- Responsible for personnel management: In conformity with City policies and State law, and within authority as granted by Airport Commission, recruits, interviews, and hires Airport Department employees. Assures competent staff through orientation, training and evaluation of employees in conformity with City requirements. Consistent with union contracts and relevant City policies, schedules work, approves employee leave requests and engages in employee disciplinary actions, and such other personnel actions as necessary to assure safe and effective airport operations.
- Oversight of tenant fuel facilities and operation. Monitors and enforces fueling operation guidelines established by Federal Regulation.
- Responsible for collecting and depositing income due the Airport in conformity with City requirements. Maintains records of accounts receivable and payable being certain that internal records and City generated reports are in agreement.
- Work with Consultants or City to maintain and enhance airport website to insure website content is up to date with current information.
- Develop and nurture outside organizations membership including but not limited to EAA, AOPA, NBAA and Massachusetts Airport Managers Association.
- Conduct monthly meeting with the Mayor to review airport issues, concerns, and /or obstacles.
Aviation Safety/Operations Duties
- Responsible for participating in FAA (part 139) and State inspections with particular attention to annual inspections and remedial actions.
- Monitors aircraft operations on the Airport. Encourages establishment and active participation of a user safety committee to provide aircraft owner/pilot input to airport management decisions. Where unsafe aircraft operation is observed, takes appropriate action and reports unsafe action to FAA and Mass DOT.
- Assures airport compliance with federal, state and local requirements for aircraft rescue firefighting, emergency readiness and planning, fuel safety and airport security. Establishes emergency procedures for airport personnel to use upon an aircraft accident or incident.
- Participates in the overall daily inspection operation, maintenance and safety of the Airport; including, but not limited to runways, taxiways and airfield surfaces, snow and ice removal, aeronautical aids, all lights, ground equipment, all aircraft parking, automobile parking areas, building and grounds maintenance including heat, vent and air conditioning units, and any other activity which may affect public safety on a 24/7 basis.
- Determines safety of airfield and airport, and if necessary, directs temporary closure. Determines when to reopen airfield and/or airport following temporary closures.
- Investigate and prepare appropriate reports for all incidents and accidents occurring on airport property. Report to all appropriate personnel and agencies.
EDUCATIONAL AND EXPERIENCE REQUIREMENTS
Requirements: Bachelor’s Degree in Aviation Management, Engineering, Business Administration and/or a related field. A minimum of five (5) years related aviation managerial experience at a public use airport and five (5) years supervisory experience. Knowledgeable in municipal government is desired but not mandatory.
OTHER ADDITIONAL REQUIREMENTS AND RESPONSIBILITIES:
Airport Planning, Design, Construction, and Maintenance
- Responsible for strategic planning with regard to space, equipment and other resource needs of the Airport and communicating appropriately to the Commission.
- Establishes and maintains current Airport Layout Plans and Master Plans for the development of the Airport subject to the approval of the Commission.
- Within the general parameters established in the approved Airport Master Plan, assures the timely construction of those airport facilities needed to accommodate the aviation needs of the City and the Pioneer Valley Region. Seeks necessary funding from federal and state sources.
- As required to accomplish the above, enlists or contracts such professional, consultant, engineering or construction assistance as approved by the Commission. Supervises compliance and assures timely and technically adequate performance of contractual requirements.
PHYSICAL, MOTOR, AND VISUAL SKILLS
Physical Skills
The Airport is a medium-sized general aviation airport encompassing over 1,200 acres with joint use with the Air National Guard. It includes based aircraft, rental hangars, tie-downs and several tenant businesses. There are times were non-standard work hours are required. Most work is generally performed under typical office conditions with frequent tours of the airport, occasional exposure to variable outdoor weather conditions and hazards, particularly in emergency situations. Must work outdoors as needed, regardless of weather.
Visual Skills
Visual demands require routinely reading documents for general understanding.
