Description
The City of Westminster is seeking an exceptional individual to join our Public Works Department, Water Division as a Water Production / Quality Supervisor. The ideal candidate will possess a background in water system operations, hydrant maintenance, valve maintenance, and cross-connection control programs, demonstrating proficiency through their experience and certifications.
Please note this position is to receive a 3% salary increase in July 2025
DEFINITION
Under general direction, plans, schedules, assigns, and reviews the work of staff involved in administering hydrant and main line valve exercising, water quality, water production, water conservation, distribution, and cross-connection control programs; and the maintenance and operations of the reservoirs and well pumps; provides responsible technical assistance to the Water Superintendent; performs a variety of technical tasks relative to the assigned functional area; and performs related work as required.
SUPERVISION RECEIVED AND EXERCISED
Receives general direction from the Water Superintendent. Exercises direct and general supervision over technical and maintenance staff.
CLASS CHARACTERISTICS
This is the full supervisory-level class in the water quality and water production class series. Responsibilities include planning, organizing, supervising, reviewing, and evaluating the work of water quality and production maintenance staff either directly or through foremen. Incumbents are expected to independently perform the full range of water maintenance and operations duties. Performance of the work requires the use of considerable independence, initiative, and discretion within established guidelines. This class is distinguished from the Water Superintendent in that the latter is a division manager class and has management responsibility for all water utilities maintenance and operations functions and activities of the City.

- Plans, organizes, assigns, supervises, and reviews the work of assigned staff in the maintenance and operations of water quality and production; administers field work, cross-connection control, and hydrant and main line valve exercising programs.
- Participates in the development and implementation of goals, objectives, policies, and priorities for assigned services and programs; identifies resource needs; recommends and implements policies and procedures, including standard operating procedures for assigned facilities.

- Inspects work in progress and completed work of assigned employees and contractors for accuracy, proper work methods and techniques, and compliance with applicable standards and specifications.
- Coordinates assigned services and activities with those of other divisions and outside agencies.
- Provides staff assistance to the Water Superintendent; prepares and presents reports and other written materials; supervises the preparation and maintenance of related reports, records, and files; ensures the proper documentation of operations and activities.

Any combination of training and experience that would provide the required knowledge, skills, and abilities is qualifying. A typical way to obtain the required qualifications would be :
Equivalent to an Associate's degree from an accredited college with major coursework in science or a related field, including nine (9) units of a supervision or management class.
Five (5) years of increasingly responsible experience in water distribution system maintenance, construction, and operations, with three (3) years of lead or supervisory experience.

PHYSICAL DEMANDS
Must possess mobility to work in a standard office setting and use standard office equipment, including a computer, and to work in and around water utilities systems and related facilities; strength, stamina, and mobility to perform light to medium physical work, to work in confined spaces, around machines, to climb and descend ladders, to operate varied hand and power tools and equipment, and to operate a motor vehicle and visit various City and meeting sites; vision to read printed materials and a computer screen; color vision to read gauges and identify appurtenances; and hearing and speech to communicate in person and over the telephone or radio. The job involves frequent walking in operational areas to identify problems or hazards. Finger dexterity is needed to access, enter, and retrieve data using a computer keyboard or calculator and to operate above-mentioned tools and equipment. Positions in this classification bend, stoop, kneel, reach, and climb to perform work in and inspect work sites. Employees must possess the ability to lift, carry, push, and pull materials and objects weighing up to 100 pounds, or heavier weights with the use of proper equipment.
ENVIRONMENTAL ELEMENTS
Employees partly work in an office environment and partly work in and around public works utilities and are exposed to loud noise levels, cold and hot temperatures, inclement weather conditions, road hazards, vibration, confining workspace, chemicals, mechanical and / or electrical hazards, and hazardous physical substances and fumes. Employees may interact with upset staff and / or public and private representatives, and contractors in interpreting and enforcing departmental policies and procedures.
WORKING CONDITIONS
May be required to be on-call and to work various shifts or emergencies on evenings, weekends, and holidays.

RETIREMENT BENEFITS : The City participates in the California Public Employees' Retirement System (CalPERS). The City's contract provides for the following retirement tiers :
Tier 2 (Classic Members hired on or after July 28, 2011) : 2.0% @ 60 formula; employees contribute 7.0% of salary towards retirement costs.
Tier 3 / PEPRA (New Members hired on or after January 1, 2013) : 2.0% @ 62 formula; employees contribute 8.25% of salary towards retirement costs.
The City of Westminster does not participate in Social Security.
INSURANCE BENEFITS : Effective January 1, 2024, the City's cafeteria benefits plan provides $1,600 per month toward the purchase of health, dental, vision and life insurance, as well as additional voluntary products. Employees who participate in the CalPERS health insurance program and are enrolled in a Family plan will receive an additional $400 per month towards the purchase of medical benefits (total of $2,000 per month ).
Medical insurance is provided through the Cal-PERS health insurance program. Unused cafeteria plan dollars may be received by the employee as taxable income. A pre-tax flexible spending account is also available for health care and dependent care expenses. The City also provides a City-paid Long-Term Disability (LTD) benefit of 66.6% of salary to a maximum of $10,000 per month; the City also provides a paid Employee Assistance Program (EAP).
VACATION : Employees earn 120 hours of paid vacation during their first year of service. An additional eight hours is earned for each additional year of service up to five (5) years. Additional benefits apply after 20 years of service. Employees are permitted to cash out accrued unused vacation hours a maximum of 2 times per calendar year.
HOLIDAYS : Employees receive 99 hours of paid holiday for official holiday closures (11 recognized holidays) each year, and an additional 27 hours of floating holiday time annually to be used at the employee's discretion.
HOLIDAY FURLOUGH : City offices are closed between Christmas and New Year's Day. Employees may use accumulated leave banks or elect leave without pay during the furlough.
SICK LEAVE : Employees earn 96 hours of paid sick leaveper year.
WORK SCHEDULE : The City offers flexible work schedules. Employees will have the option to work a 9 / 80, 4 / 10, or 5 / 8 / 40 work schedule. The City does not offer a Hybrid work schedule at this time.
BILINGUAL PAY : The City provides $150 per month for demonstrated proficiency in specified languages including Spanish and Vietnamese.
EDUCATIONAL INCENTIVE : Employees may receive an additional 10% of base pay for an A.A. degree (with a minimum of 24 college units directly related to the job) or 10% of base pay for a Bachelor's degree (B.A. / B.S.).
SPECIAL CERTIFICATION PAY : Employees who hold the following certifications shall receive additional pay for possessing one of the following certifications, provided the employee is required to perform services covered by the certification :

LONGEVITY PAY : As an incentive for continuous service, employees are entitled to longevity pay at completion of the following service intervals :

24 years of service = 8.0% longevity pay
25 years of service = 10.0% longevity pay
TUITION REIMBURSEMENT : Tuition reimbursement up to $1,000 per fiscal year for approved courses is available.
