Manage the overall operations and functions of the municipal court.  Provides leadership and direction including responsibility for supervising, organizing, directing, and coordinating the activities of the court.

The following duties are illustrative only and are not intended to be all inclusive.


Develops and implements municipal court goals, objectives, policies, and procedures.  Evaluates court operations and recommends improvements; handles challenges within the department. Ensures compliance with federal, state, and local laws, regulations, and guidelines. Coordinates and manages the organization, staffing, operational activities, and services of the division.


Collaborates with Presiding Judge, Prosecuting Attorney, Executive Management Team and Human Resources to ensure smooth court operations.   Establishes and maintains effective communication and relations with judicial officers, the legal community, agencies, and groups that interact with or are associated with court processes, and the public.


Maintains the integrity of the court database system.  Establishes and maintains all Court records and forms necessary for the operation of the Court; direct the processing of legal documents and forms.


Coordinates with the Presiding Judge in aspects of court operations including preparation of legal documents, preparation of court calendar, oversees that policies and procedures, state statutes and local ordinances are adhered to in the daily operation of the court.


Partners and collaborates with other municipal courts and municipal judges to follow best recommended legal practices and create consistency amongst municipal courts throughout the State.

Prepares and administers the department budget; Collects, audits, analyzes, and interprets a variety of operational, fiscal, and statistical data. Oversees expenditures and supervises credit card usage.  Develops and oversees accounting procedures for revenue, bonds, and fees to ensure accurate recording and processing of financial information.  Plan, direct and supervise the personnel assigned to the Court; supervise and evaluate the performance of assigned staff; interview and select employees and recommend transfers, reassignment, termination and disciplinary actions; plan, coordinate, arrange and/or personally provide for appropriate training of subordinates; ensure subordinates comply with applicable occupational health and safety standards and department regulations regarding conduct and appearance; understand and enforce personnel policies.

Provide personnel and public with a variety of information regarding fines, bail, trial dates, procedures; handle complex or difficult questions with regard to cases where advanced knowledge of and/or comprehensive familiarity with the court systems is required; act as CCIC Head of Agency for the Court;  serve as administrator/coordinator for Colorado Department of Labor access contract; serve as administrator for POST for Court Marshal compliance.

ADDITIONAL DUTIES: 

Act as Department Administrator.

Act as project manager for various projects to include Court facility design, implementation of Court software, and other technological advances. Required to attend City meetings serve on various citywide committees and programs.

Perform related duties as required.

Works under the general supervision of the Assistant City Manager

Provide direct supervision to court staff

INDEPENDENCE OF ACTION: 

Work is governed by general policy requiring judgment and initiative in developing and implementing procedures to address work challenges. Completed work is reviewed only for attainment of objectives and effectiveness of results. Supervisor is involved in issues of major impact.


 

QUALIFICATIONS: 

Knowledge - Principles of effective supervision; considerable knowledge of laws, rules, regulations and procedures governing the legal court process; considerable knowledge of the legal terminology and regulations governing the filing and recording of legal documents; knowledge of financial record keeping procedures.

Skills -Communicate effectively orally and in writing to diverse audiences.  Demonstrated skill in developing and monitoring the department budget, implementation of goals, objectives and procedures.

Abilities - Train, supervise, evaluate, motivate and assist others in performing difficult administrative work; use judgment to come to an equitable and prudent decision on any action to be taken regarding cases; establish priorities, set deadlines and complete projects accordingly; adjust to shifts in priorities; learn to interpret and apply a variety of complex organizational policies/ procedures; apply judgment, discretion, initiative in performing advanced administrative work of complex organizational policies/procedures; apply judgment, discretion, initiative in performing complex administrative work in a variety of projects with minimal supervision; keep complex records and files; actively fostering collaborative partnerships with colleagues across different teams, ensuring smooth communication and mutual support to achieve shared goals.

EVIDENCE OF QUALIFICATIONS: 

Training - Bachelor's degree in Court Administration, Criminal Justice, Public Administration or related field Certified Court Manager, Certified Court Executive and/or Fellowship in the Institute for Court Management preferred.

Experience - Minimum of five (5) years’ experience in a Court environment with three (3) years supervisory experience or any equivalent combination of training and experience that provides evidence that the applicant possesses the required knowledge, skills and abilities. Experience with court management information systems.

Proven track record of successfully managing complex, large-scale projects by fostering strong collaboration across cross-functioning teams, ensuring all stakeholders are aligned and actively contributing to achieved project goals.


Special Requirements 


  • Possess a valid Colorado driver’s license or be able to obtain within 30 days.  
Supplemental Information 

Must be able to pass a thorough background investigation, fingerprinting, and receive Colorado Crime Information Center (CCIC) certification within six (6) months of hire. Pursuant to state law, a person with any felony conviction shall not be hired for this position. Misdemeanor convictions which demonstrated a lack of integrity or offenses involving moral turpitude may also be disqualified.

Physical demands are described as sedentary and involves sitting most of the time and walking or standing for brief periods of time. Work requires ability to read and write accurately in English; maintain alpha-numeric files and/or simple to complex filing systems and records. Work requires the ability to communicate effectively orally with co-workers and the public. Work requires continuous mental and/or visual demand where the flow of work is repetitive, or duties are diverse and/or hazardous and require continuous alertness and/or activity. Specific vision abilities required by this job include close vision and the ability to adjust focus.

EQUIPMENT USED: 

Ability to properly operate or use the following equipment is necessary for this position: computers and associated software, multi-function copier, call manager phone system, audio-video communication equipment, courtroom recording and sound equipment.

Hiring Range: $102,596.00-$112.898/annual
