The primary purpose of this position is to manage, operate, and oversee the construction, repair, and maintenance of the City of Whitewater's municipal water system, ensuring safe drinking water for the city's residents.
Essential Duties and Responsibilities
· Operates and maintains the Water Utility as required in the PSC and DNR state codes; designated as the Water Utility’s Operator in Charge.
· Overall supervision of full, part-time and seasonal utility personnel; plans, coordinates, assigns and reviews work activities, maintains standards, allocates personnel and evaluates performance; ensures compliance with all safety codes and regulations, and City training and policies.
· Advises Director of Public Works, City Manager, engineers and other city officials in matters relating to department activities; provides information to various civic, educational and public groups regarding water utility services.
· Plans, schedules and oversees construction, maintenance and repair projects and programs to provide quality water treatment, pumping, and distribution service for the city.
· Maintains open communication on various issues with the WDNR and keep abreast of new technological and regulatory changes
· Requires intimate knowledge in the operation and maintenance of a Supervisory Control and Data Acquisition System (SCADA).
· Oversees the analysis of water samples as required; responsible for monitoring plant records including operation logs and chemical inventories; reports results to the DNR and the customers via the Drinking Water Report.
· Monitors all expenditures and recommends utility budget; participates in long- and short-range planning of capital improvement projects.
· Makes recommendations for the purchase of equipment, materials and supplies.
· Responds to inquiries and complaints from the public and other sources regarding the water utility.
· Coordinates projects and activities with other utilities, property owners and the public.
· Assists in the design and installation of water wells, mains, pumps and related systems and facilities.
· Coordinates with others in the locating of utility services.
Education and/or Experience
· High school diploma or equivalent
· Equivalent to an associate’s degree in Water Resources or related program.
· Minimum of five years of experience in operations, construction, repair and maintenance of municipal water utility system.
· Any equivalent combination of education and experience that provides the requisite knowledge, skills and abilities for the position.
· Position requires Wisconsin Grade I Operator’s certification to include sub-grades D, G, & I. If all subgrade certifications are not held they must be obtained within one year of hire.
Work Environment
·The noise level in the work environment is moderately quiet except for areas where hearing protection is required.
· Ability to work under generally safe and comfortable conditions where exposure to environmental factors such as repetitive computer keyboard use, irate individuals and intimidation may cause discomfort and poses limited risk or injury.
· In performing the duties of this job, the employee occasionally works in outside weather conditions. The employee is subject to work conditions involving mechanical parts, vibration, odor, and wet and/or humid environments.
