Under general supervision, leads and participates in the installation, maintenance, and repair of water distribution systems and related equipment and facilities; plans and directs the work of assigned staff; coordinates and maintains records of maintenance and repair activities; performs other related duties as required.
Successful candidates appointed to this position will serve a minimum one-year probationary period.

Directs, coordinates, and participates in the preventative maintenance, repair, or limited construction of water distribution systems, and related equipment and facilities, including well fields, reservoirs, sprinkler systems, building maintenance, and small equipment; maintains and constructs water pipes and service lines; performs street, sidewalk, and curb / gutter repair.
Prepares routine records of work activity and supplies used; participates in the purchase of supplies, and the maintenance of inventory; prepares routine reports.
Provides lead direction to water utility operations staff; trains new employees; provides input into the evaluation of assigned personnel; and recommends disciplinary action as necessary.
Operates, and / or directs others in the operation of light to heavy power-driven equipment, such as backhoes, cement mixers, loaders, dump trucks, crane trucks, and service vehicles; ensures that tools and equipment are well maintained; ensures that work is performed in accordance with established procedures, and safe work methods.
Coordinates activities with those of production staff, and other City departments.
Establishes positive working relationships with representatives of community organizations, State / local agencies, City management and staff, and the public.
May alter work methods to improve effectiveness and efficiency; estimates costs of repairs and makes recommendations regarding water utility equipment replacement.
Responds to emergency calls and takes appropriate action.
Physical, Mental and Environmental Working Conditions : Position requires sitting, standing, walking on level and slippery surfaces, reaching, twisting, turning, kneeling, bending, stooping, squatting, crouching, grasping, and making repetitive hand movement in the performance of daily duties. The position also requires both near and far vision when inspecting work, reading documents, and operating assigned office and / or field equipment. The position also requires grasping, repetitive hand movement, and fine coordination in preparing reports using a computer keyboard. Additionally, the position requires near and far vision in reading written reports and work related documents. Acute hearing is required when providing phone and personal service. The need to lift, carry, and push tools, equipment, and supplies weighing up to 50 pounds may also be required. Additionally, the position may require outdoor field work in all weather conditions, including wet, hot, and cold. The position may use chemicals and lubricants which may expose the employee to fumes, dust and air contaminants, and be exposed to mechanical and biological hazards. The nature of the work may also require the incumbent to climb ladders, work at heights over 10 feet, work in confined spaces; use power and noise producing tools and equipment, drive motorized vehicles and heavy equipment, and work in heavy vehicle traffic conditions. The incumbent may be required to respond to after hours emergency call-outs.

Typical Qualifications
The following are minimal qualifications necessary for entry into the classification.)
Education and / or Experience : Any combination of education and experience that has provided the knowledge, skills, and abilities necessary for a Senior Water Utility Worker. A typical way of obtaining the required qualifications is to possess the equivalent of three years of journey level experience in the maintenance and repair of water distribution systems similar to that of a Water Utility Worker II at the City of Whittler.
License / Certificate : A valid class B California driver's license is required. Must maintain DL 51A health certification and possession of California endorsements required to operate applicable City vehicles and / or equipment. Possession of, or ability to obtain, a valid D3 Water Distribution Certificate as issued by the California Department of Health Services at the time of hire.
Knowledge of : Water production equipment, systems, and procedures used in the installation, maintenance and repair of water and distribution systems; methods and techniques of supervision; applicable Federal, State and local laws, codes, and regulations, including requirements pertaining to vehicle emission equipment requirements and EPA regulations for proper handling of chemicals and hazardous waste; methods and techniques of scheduling work assignments; modern office procedures, practices, methods, and equipment, including a computer and applicable software; methods and techniques for record keeping and report preparation; proper English, spelling, and grammar; and occupational hazards and standard safety practices.
Ability to : Provide lead direction to staff in the construction, maintenance, and repair of water distribution systems; keep accurate records and prepare reports; read and interpret plans and specifications; coordinate the work of others engaged in installation, routine maintenance, and repair activities; lead, supervise, train, motivate, and evaluate assigned staff; interpret, explain, and apply applicable laws, codes, and regulations; read, interpret, and record data accurately; organize, prioritize, and follow up on work assignments; work independently and as part of a team; make sound decisions within established guidelines; follow written and oral directions; observe safety principles and work in a safe manner; communicate clearly and concisely, both orally and in writing; and establish and maintain effective working relationships.

Supplemental Information
Medical : Applicants will be required as a prerequisite to employment to successfully pass a physical examination, including a drug screen, the cost of which will be paid by the City.
Selection / Exam Process : The person selected will be expected to perform all the functions of the position. Based on a review of the applications and the supplemental applications received, the candidates appearing to be the most qualified and meeting the City's particular needs will be invited in writing to the exam process. A candidate must achieve a passing score on each exam to proceed to the next exam.
