BRIEF DESCRIPTION:
This is detailed technical work in providing rental assistance to eligible applicants through the Housing Choice Voucher Program rules and guidelines. Work involves responsibility for interviewing applicants to determine program eligibility, vouchers, approving rates and payments and calculating tenant’s income and eligible deductions conducting annual recertification and portability requirements on assigned case files. Work is reviewed through observation and conferences for adherence to procedures and results obtained. Review/processing admissions, terminations, process billing records, maintaining updating Rent Reasonable data files, time sheets, calculations for Fair Market rents/ Payment Standards, Utility allowances, Administrative fees. Help coordinate activities and implement budget, preparing administrative guidelines, interpreting Federal Rules and regulations for the housing division. Update/maintain HUD database files for Public Information Center, Enterprise Income Verification, Voucher Management, Section 8 Management Assessment and Financial Assessment subsystems. Other duties include assisting workers with related tasks reviewing housing inspections, explaining program requirements, negotiating rental contracts, contacting owner and planning for future operations.

2 S Conducts briefing sessions, enters applications and interviews housing participants to determine their continued eligibility in accordance with program guidelines; notifies participants of eligibility status and interprets reasons for disapproval of applications as required by Federal and City of Wichita Falls program guidelines; maintains up-to-date files and records of income sources and updates participant files, conducts re-certifications and assists in issuing and maintaining vouchers to eligible families; conducts annual re-examinations of assisted families by verifying income and family status, approving rental adjustments, and calculating Housing Assistance and tenant payments; performs Rent Reasonable comparisons to verify rental prices are acceptable; conducts special re-examinations as requested and required by program guidelines. 3 S Negotiates requested rents for initial and annual renewal contracts with owners based on rent reasonableness criteria; reviews and approves assistance contracts, leases or other paperwork related to move-in and move-out, including utility rates and Housing Assistance Payments; inputs HUD 50058 into current software program; enters. calculates and approves RFTA eligibility; Serves as the Portability Specialist with the responsibility of maintaining all files and billing of portable units to and from other housing agencies; enters and maintains landlord’s W-9 file information; performs outreach to owners and groups as assigned, and interprets Federal and City of Wichita Falls policies to interested owners. Must have access and the required knowledge of the required HUD database systems. Assist the Administrator by developing and implementing policies, monitoring and program performance and abuse, assisting with budget development, completing annual studies, and auditing files. Completes the billing process by preparing reports and running and distributing payments, printing information for landlords and submitting paperwork as required by regulation.
4 L Maintains necessary forms and records of interview results; maintains tenant and owner files and updates payment data on assigned case files. If necessary, conduct Quality Control and or Complaint Inspections annually. Interacts with HUD staff, tenants and owners by interpreting HUD regulations and Administrative requirements for the voucher program. Updates and maintains the City website. Maintains and store case files for record management requirements.

Formal Education Work requires knowledge of a specific vocational, administrative, or technical nature that may be obtained with six-months/one year of advanced study or training past the high school equivalency. Junior college, vocational, business, technical or correspondence schools are likely sources. Appropriate certification may be awarded upon satisfactory completion of advanced study or training.
