What are the responsibilities and job description for the Management Analyst position at City of Wichita?
This is professional and public relations work involving contact with the business community and economic development partner organizations as a representative of the City, and developing and implementing the economic development incentive program. Work is directed and reviewed through the establishment of goals and subsequent evaluation of progress toward goal attainment.

- Answers inquiries and confers with representatives of businesses contemplating expansion in or relocation to the Wichita area.
- Works with economic development partner organizations and City departments to develop economic development incentive packages.
- Composes reports and correspondence relating to economic development prospects and incentives, often of a highly confidential nature, for use by the Economic Development Administrator, City Manager and City Council.
- Collects detailed information and prepares comprehensive reports and recommendations concerning economic development activities.
- Reviews applications and other documents for the issuance of Industrial Revenue Bonds, Economic Development Tax Exemptions and other economic development incentives.
- Coordinates with businesses, bond underwriters, attorneys and various City departments for compliance with City requirements.
- Conducts annual reviews of incentive projects for compliance with terms and conditions of the incentives.
- Coordinates identification and certification of potential industrial sites and provides administrative support to negotiations for purchase or sale of such sites.
- Coordinates development and management of the City's economic development website.
- Completion of work assignments requires operation of a vehicle.

- Knowledge of City codes, zoning requirements, industrial revenue bonds, tax exemptions and other City policies which affect the business community
- General knowledge of business finance, management practices and operating procedures
- Ability to read and interpret legal contracts and determine whether desired conditions exist and/or relevant offices are in compliance
- Ability to analyze problems affecting businesses, provide recommendations, and initiate actions required
- Ability to develop and maintain effective working relationships with associates, employees of other Departments, and representatives of other organizations
- Ability to use a computer to perform word processing, spreadsheet and database management applications, and use the Internet
- Ability to communicate clearly and effectively, both orally and in writing
- Ability to acquire and maintain a valid Kansas driver's license
- An employee shall not pose a direct threat to the health or safety of other individuals in the workplace.

Bachelor’s degree in public administration, business administration, economics, finance, or urban planning with two years of professional experience in economic development, public administration, or business finance, involving direct interaction with businesses, government entities, or economic development organizations. OR six years of professional experience in economic development, public administration, or business finance, involving direct interaction with businesses, government entities, or economic development organizations. Master’s degree in public administration, business administration, economics, finance, or urban planning. One year of experience in data analysis and report writing related to economic development activities. One year of experience with City codes, zoning requirements, and policies affecting the business community.
Salary : $49,061 - $87,234
