What are the responsibilities and job description for the Senior Management Analyst (Wichita Transit) position at City of Wichita?
This is administrative work assisting the Transit Director by providing a broad scope of administrative services that support and facilitate coordination and cohesiveness in the efforts of all Divisions within Wichita Transit (WT). The position is routinely responsible for budget preparation and monitoring, internal financial reporting, internal productivity reporting, personnel transactions and federal grant management, reporting and monitoring. This position will develop and implement processes or plans to carry out special assignments and projects designed to achieve objectives set forth by the Transit Director. Work is directed and reviewed through the establishment of goals and subsequent evaluation of progress toward goal attainment.

- Plans, delegates, and evaluates the work of clerical, administrative, and/or technical support staff providing a variety of services including accounts payable/receivable, payroll and administrative support.
- Evaluates, develops, modifies, and/or implements Departmental financial and administrative support processes and procedures.
- Monitors and ensures compliance with organization level policies and procedures that apply to the operation.
- Monitors and ensures WT compliance with Federal Transit Administration (FTA) regulations.
- Prepares monthly budget and grant reports.
- Identifies and accesses information resources.
- Analyzes and summarizes information as needed to support the Department in project planning and/or responding to public issues.
- May conduct oral presentations regarding process changes or topics researched for the Department.
- Coordinates special projects involving multiple Divisions.
- Composes correspondence, brochures, press releases, and other narrative material for the department as assigned.
- Serves as Departmental coordinator and/or liaison for special programs, including but not limited to public information, and state and federally funded program contract compliance.
- Completion of work assignments may require the operation of a vehicle.

- Thorough knowledge of resource identification, information evaluation and reporting techniques.
- Knowledge of the principles and procedures of financial and managerial accounting.
- Considerable knowledge of the practices and principles of municipal government, FTA, and Kansas Department of Transportation (KDOT).
- Ability to use a computer to access, interpret, and record information.
- Knowledge of electronic spreadsheet development, using basic mathematical and descriptive statistical operations.
- Ability to communicate clearly and effectively, both orally and in writing.
- Ability to develop and maintain effective working relationships with associates, employees of other Departments, representatives of other organizations and the public.
- Ability to effectively plan, organize, and supervise the work of others.
- May require the ability to acquire and maintain a Kansas driver's license.
- An employee shall not pose a direct threat to the health or safety of other individuals in the workplace.
- Bachelor’s degree in in business, public administration, accounting, finance, or a 4-year degree that demonstrates knowledge of financial monitoring and reporting principles with 12 credit hours in finance.
- 4 years of professional administrative experience with a focus on budgetary oversight.

- A valid driver’s license.

- 2 years of administrative experience in a municipal environment or 2 years of experience directly related to the hiring and selection process.
