What are the responsibilities and job description for the Utility Compliance Coordinator position at City of Willcox?
SUMMARY:
Performs a variety of administrative duties in relation to the construction, operation, maintenance, compliance, and repair of the gas, water and sewer system and other Municipal Facilities. This employee is under the general supervision and direction of the Public Works Director or a designee.
ESSENTIAL DUTIES AND RESPONSIBILITIES:
· Performs administrative/compliance duties for the Utility Department.
- Oversee compliance of City utilities with state and federal agencies
- Input financials and progress reports of received grants.
- Prepares records such as Arizona Corporation Commission (ACC), Arizona Department of Environmental Quality (ADEQ), Environmental Protection Agency (EPA) Annual Reports for review and submittal by Public Services and Works.
- Assists Utility Supervisor or Utility Lead personnel with regulatory compliance regarding all of the City’s Utility functions. To include all regulated reporting and assist and attend all utility audit functions.
- Prepares pertinent documents for review by the supervisors.
- Schedules appointments, gives information to callers, composes and types correspondence, and performs other administrative and clerical duties.
- Acts as custodian of utility records and files.
- Create and maintain accurate work orders for utilities to include meter changes, callouts, leaks, turn on and turn offs, pressure tests, and/or utility maintenance.
- Obtains cost estimates and prepares expenditure requests for supplies and services.
- Prepare capital project cost sheets and coordinate with staff on labor, materials, and equipment utilized on projects.
- Coordinate blue stake/excavation notices and coordinate with staff on locating lines.
Gas, Water, and Sewer Utilities to include:
o Gas
o Material ordering, reviewing invoices, preparing expenditure requests, and maintaining records of inventory.
o Prepare and update Operations & Maintenance, Emergency, Substance Abuse, and Distribution Integrity Management Plan manuals.
o Coordinate and complete annual reports.
o Coordinate annual liaison meetings with surrounding cities and/or other partners.
o Coordinate excavator notification letters and/or bi-annual fliers and public awareness fliers.
o Prepare and complete audit reports for annual gas audit.
§ Coordinate monthly mandate reviews from staff.
§ Complete PHMSA Reports.
§ Ensure operator qualifications (see training).
§ Prepare incident reports as needed.
§ Water
o Prepare and coordinate water samples monthly.
o Prepare and publish annual quality reports and other reports.
o Prepare and distribute backflow records.
§ Sewer
o Prepare and store pump books records.
· Completes other duties as assigned.

EDUCATION AND/OR EXPERIENCE:
Associate degree (AA) or equivalent from two-year college or technical school or six months to one-year related utility experience and/or training or equivalent combination of education and experience.
