Summary: The Utility Billing Clerk plays a vital role in providing exceptional customer service and handling clerical responsibilities related to utility accounts. This position involves collaborating with the Finance Director and Water Department Lead to ensure smooth billing operations in alignment with the City of Williston's core values.

Essential Job Functions:
- Process customer payments for city services, including water, bulk water, landfill, and garbage, utilizing established procedures.
- Maintain and update the utility billing software, automatic payment plans, and daily cash receipts.
- Uphold accurate records and filing systems related to the utility billing software.
- Address and resolve complex citizen inquiries and complaints, such as disputes related to consumption and non-payment issues.
- Coordinate and communicate all aspects of the billing cycle, including uploading and downloading information, reviewing reports, and processing, printing, and mailing bills.
- Balance the cash drawer daily, post payments, and prepare deposits in accordance with established procedures.
- Maintain confidentiality of customer information and handle sensitive data with discretion.
- Process new customer applications, determine deposit requirements, and ensure accurate setup of accounts.
- Manage payment reversals on accounts due to returned checks, ACH, or EFT transactions, assisting with related administrative tasks.
- Conduct analyses and audits of data to ensure accuracy in reporting and billing.
- Manage and monitor utility accounts that have been disconnected, either for reinstating water service or detecting illegal water use.
- Provide backup support to Finance and Accounting for walk-in and phone customers as requested.
- Maintain professional, respectful, and cooperative working relationships with City staff, other organizations, and the general public.
- All other duties as assigned.
- Perform all work duties and activities in accordance with City of Williston policies and procedures.
Knowledge, Skills and Abilities Required:
- Knowledge of billing or Point of Sale (POS) software and processes.
- Knowledge of relevant local, state, and federal laws
- Ability to manage and prioritize tasks.
- Ability to work and contribute to a team environment and treat co-workers and customers with respect.
- Ability to make basic mathematical and accounting computations.
- Ability to always demonstrate a positive attitude and professional appearance.
- Ability to operate various types of office equipment including copiers, scanners, fax machines, etc.
- Possess excellent oral and written communication skills.
- Possess basic computer skills and knowledge of Microsoft Office suite.

Education Required: High School diploma or equivalent.
Experience:
- One (1) to three (3) years of experience in a utility billing position is desired.
- Must have valid driver’s license prior to employment.
- Must pass a pre-employment screening, background check and employment eligibility verification.
- 1 year experience in bookkeeping, accounting, or related field, or any equivalent combination of training and experience.
Physical Demands: While performing the duties of this job, the employee is frequently required to sit at a desk or table; talk or hear; use hands to finger, handle, feel or operate objects, and reach with hands and arms. The work is typically performed in an office. The employee must occasionally lift and/or move up to 25 pounds. Specific vision abilities required by this job include close vision, distance vision, and the ability to adjust focus.
