Open Position: Rental Housing Inspector

Location: City of Willmar, MN

Job Type: Fulltime

Pay Range: $27.45 - $36.99/hour


Purpose

The primary objective of this position is to coordinate the City of Willmar’s Rental Housing Program and conduct rental housing inspections and property maintenance code enforcement. This non-supervisory role reports to the Director of Planning and Development.


Organizational Relationships

Communicates with: Internally – City Departments, Boards and Commissions, Elected Officials; Externally – Stakeholders, Property Managers, Service Organizations, etc.


Essential Functions

Rental Licensing Duties:
  • Reviews and processes rental license applications
  • Schedules and performs rental property inspections
  • Issues rental licenses to property owners
  • Prepares and presents cases for denial of Rental License
  • Administers correspondence to unlicensed rental properties
  • Prepares rental licensing reports and other documentation
  • Works with the Planning Director to plan, schedule and promote housing meetings
  • Maintains and updates licensing literature

Property Maintenance Enforcement Duties:
  • Perform duties as the Zoning Code Enforcement
  • Communicate to property owners, managers, agents, and tenants relative to housing standards and enforcement of codes and ordinances
  • Monitors and responds to the variety of housing maintenance conditions to promote and maintain safety
  • Inspects properties and manages related files to ensure properties meet specified housing safety standards; identifies and documents observed or suspected violations, including rental licensing violations
  • Responds to citizen and tenant concerns, identifies housing violations, documents findings, issues citations, creates action plans with property owners, resolves disputes and tactfully communicates with rental property owners to achieve code compliance
    • Prepares and maintains necessary records, reports and databases including, but not limited to letters, inspection reports and court documents
    • Issues citations as necessary
Other Duties and Responsibilities
  • Assist staff members in other aspects of housing, property maintenance and rental licensing activities as needed
  • Develop and update forms as needed
  • Provides effective and respectful communication and interactions with other employees, supervisors, individuals from other organizations and citizens, customer (tenants, property owners and property managers)
  • Performs a wide range of tasks (within the ability and resources of the Rental Housing Inspector) at the verbal or written direction of the Planning and Development Director or their designee

WORKING CONDITIONS

Works indoors in a typical office setting and outdoors. Operates a vehicle for regular transportation needs. Sits, stands and walks for extended periods of time.

Crouches/kneels, pushes/pulls, perform repetitive movements, and some lifting. Enters confined spaces. Work in all temperature extremes, weather conditions.

MINIMUM QUALIFICATIONS

A combination of applicable education and experience may be considered.

  • Must possess a high school diploma or GED
  • Must possess a valid Minnesota driver's license (Class C) in good standing
  • Must have intermediate Microsoft Office knowledge and skills
  • Must have at least four (4) years of work experience conducting related inspections, construction, or similar tasks
  • Must have knowledge of housing codes
  • Must have knowledge of State construction codes
  • Must have knowledge or experience with code enforcement
  • Must have the ability to mediate and resolve code/compliance issues

Desired Qualifications:

  • Associates or technical degree in construction management, architectural design or related field
  • Building Official, Limited Certification
  • Previous experience working in Code Enforcement
  • Previous experience reading and/or updating City Codes
