Position Description
The purpose of this position is to assist the Wilmington Urban Area Metropolitan Planning Organization’s (WMPO) member jurisdictions with the delivery of locally administered projects funded through the WMPO’s federal Direct Attributable program. Under the supervision of the Transportation Planning Engineer, the Engineering Associate provides the WMPO’s member jurisdictions with both administrative, civil/transportation engineering, and construction management support during the design, right-of-way/utilities, and construction phases of federally funded projects. Duties involve the interpretation and application of reference manuals, technical standards, codes, and policies. Frequent communication and coordination with internal and external stakeholders is required.
Additional responsibilities include reviewing development plans for compliance with applicable municipal requirements and providing comments for local Technical Review Committees; contributing technical support in the project development process for both NCDOT and local projects; and site visits for WMPO-funded projects.
Typical Tasks
- Apply knowledge and experience in project development, construction, and engineering design best practices to support local staff in delivering WMPO Direct Attributable projects.
- WMPO Direct Attributable Program support duties include review of project milestone submittals to include plans, cost estimates, and schedules; correspondence with WMPO member jurisdiction staff and their engineering consultants, document management, engagement with internal and external stakeholders.
- Review of applications and engineering plan submittals includes engineering computations; preparation of reports; participation on committees; and assessment of constructability, scheduling constraints, and compliance with codes, regulations, technical standards, and policies.
- Engineering computations include solving complex arithmetic equations, and use of various software programs (e.g., Civil 3D GIS, etc.).
- Document management duties include creating and maintaining electronic file systems to monitor and report permit activity utilizing various software, mapping, and communication methods.
- Tasks require effective oral and written communication skills; assertiveness and cooperation in managing conflicts; interacting effectively with project team members; and directing official communications.
- Evaluates, selects, and applies standard techniques, procedures, and criteria to perform a task or sequence of tasks for conventional projects. Collaboratively uses judgment to determine adaptations in methods for nonroutine aspects of assignments.
